Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver a 36-month garden maintenance service at the Excelsior Magistrate Office. The contractor is expected to perform general maintenance and routine gardening activities to ensure the upkeep and aesthetic appeal of the premises over the contract period.

Scope

The scope of work includes, but is not limited to:

• General maintenance and routine gardening at the Magistrate Office.
• Mowing lawns to specified heights and collecting grass cuttings.
• Weeding, cultivation, and weed eradication across lawns, beds, and paved areas.
• Irrigation management, including checking and repairing irrigation systems.
• Application of fertilizers and mulching of beds.
• Pruning and removal of dead or undesired branches from trees and shrubs.
• Maintenance of trees, including pruning and water basin management.
• Cleaning roads, sidewalks, stormwater canals, and paved areas.
• Pest control and monitoring for pests and diseases.
• Removal of rubble, rubbish, and leaf litter from the site.
• Fire belt clearing and maintaining firebreaks.
• Monitoring and ensuring water and electricity are used efficiently.

Technical Requirements

The technical requirements include:

• Adherence to specifications outlined in the Terms of Reference and Specifications document.
• Provision of all labour, tools, machinery, and materials necessary for the execution of the work.
• Supply of protective clothing and PPE for workers.
• Compliance with health, safety, and environmental legislation, including risk assessments and safety plans.
• Proper handling and application of chemicals, fertilizers, and pesticides.
• Regular inspections, record-keeping, and reporting as per the contract and safety standards.
• Use of approved machinery and equipment, with competent operators.
• Implementation of EPWP (Expanded Public Works Programme) scope, including employment creation, labour-intensive methods, and community involvement.

Skills and Skills Requirements

The tender specifies the following skills and qualifications for personnel:

• Qualified and competent gardeners and horticultural workers familiar with horticultural practices.
• Workers trained in the safe handling and application of pesticides, fertilizers, and chemicals.
• Personnel capable of operating machinery such as lawnmowers, trimmers, and irrigation equipment.
• Supervisors with experience in site management, safety, and record-keeping.
• Workers must be equipped with appropriate PPE and protective clothing, and trained in their use.
• Contractors must demonstrate capacity through relevant experience, resources, and personnel expertise, including proof of previous similar projects.
