Objectives

The primary objective of this tender is to procure services related to fire extinguishers, including inspection, servicing, maintenance, and installation at Edumbe Community Health Centre (CHC) and associated clinics. The aim is to ensure that fire safety equipment is compliant, operational, and maintained to relevant standards, thereby enhancing safety within health facilities.

Scope

The scope encompasses:

• Full servicing and maintenance of fire extinguishers, hose reels, and hydrants at Edumbe CHC and six clinics.
• Supply and installation of fire extinguishers and related fire safety equipment.
• Provision of compliance certificates and detailed after-service reports.
• On-site servicing, pressure testing, and repairs as per standards.
• Provision of qualified technicians registered with relevant authorities.
• Adherence to specified standards and certification requirements, including CIDB grading and SABSC certification.

Technical Requirements

The technical specifications include:

• Servicing of fire extinguishers, hose reels, and hydrants in accordance with SANS standards (e.g., SANS 1475, 10105, 1567, 543, 1186, 1456).
• Pressure testing of units every ten years.
• Use of approved, certified equipment and materials.
• Technicians must be registered with the South African Committee for the Fire Industry (S.A.Q.C.C.) and possess valid permits and certificates.
• Completion certificates for similar work and valid permits to apply the SABSC Diamond Mark.
• On-site servicing with minimal disruption, including replacement of damaged or worn parts.
• Provision of detailed reports, certificates, and test results post-service.

Skills Requirements

The contractor must demonstrate:

• Qualified technicians with proven experience in fire safety equipment servicing and maintenance.
• Registration with relevant professional bodies (e.g., S.A.Q.C.C.).
• CIDB grading of at least 1ME or higher.
• Ability to provide compliance certificates, pressure test certificates, and detailed service reports.
• Capacity to perform on-site servicing and repairs efficiently and within stipulated timeframes.
• Knowledge of applicable standards and regulations governing fire safety equipment.
