Objectives

The primary objective of this quotation is to procure a single, new, and unused walk-behind floor polishing and scrubbing machine for operational use at the Hlengisizwe Community Health Centre. The acquisition aims to improve facility hygiene standards, streamline routine floor maintenance, and adhere to the KwaZulu-Natal Department of Health's public procurement guidelines regarding transparency, value for money, and equitable purchasing.

Scope

The scope covers the complete supply, delivery, and handover of one floor cleaning machine to the designated health centre. This is a single-delivery contract with no extended service period. The supplier must bear all transportation, insurance, and handling costs until the goods are delivered and accepted at the site. The contract includes a standard manufacturer's warranty covering defects in design, materials, or workmanship for twelve months post-delivery or eighteen months post-shipment, whichever occurs first. Evaluation and award will follow the standard government quotation process for contracts valued up to R1,000,000.

All goods must be brand new, unused, and compliant with relevant South African National Standards (SANS/SABS) where applicable. Supplied items must retain a minimum operational validity of six months from the delivery date. Quotations must remain valid for ninety days, and all prices must be firm and inclusive of VAT (if registered).

No specialized technical installation or operator training is mandated; however, bidders must possess strong administrative, logistical, and regulatory compliance capabilities to successfully execute the contract:

• Supply Chain Administration: Proficiency in completing official government quotation forms without retyping, alongside accurate completion of mandatory disclosure and declaration schedules.
• Logistics & Delivery Management: Capability to coordinate timely delivery to the prescribed site, manage transit risks, and handle goods according to packaging and transport standards.
• Regulatory Verification: Active Central Suppliers Database (CSD) registration with successful verification, plus demonstrable SARS tax compliance status.
• Warranty & After-Sales Support: Ability to honour warranty claims, supply spare parts information, and provide basic operational documentation upon delivery.

• 80/20 Preference Point System: A scoring model where 80 points are awarded for competitive pricing and 20 points are reserved for companies that are at least 51% Black-owned, promoting economic transformation.
