Objectives

The primary objective of this tender is to secure a contractor for the provision of comprehensive gardening services at Transnet Pipelines Durban Operations for a period of thirty-six months. The services aim to maintain the aesthetic appeal, safety, and environmental standards of the designated sites through routine maintenance, landscaping, pest control, and related activities.

Scope

The scope of work includes:

• Maintenance of gardens within the perimeter fence, including flower beds, shrub pruning, and planting.
• Upkeep of grassed, paved, road, and walkway areas both inside and outside the perimeter fence.
• Removal and proper disposal of garden refuse such as grass cuttings, tree branches, weeds, and litter.
• Establishment of fire-breaks of at least 4 meters around the perimeter fence.
• Maintenance of landscaped areas outside the fence, including clearing between the fence and roads.
• Weed control using appropriate methods and chemicals, ensuring no long-term soil imbalance.
• Pruning of shrubs and trees, with specific attention to long-term growth and aesthetic appeal.
• Control of pests and diseases in outdoor areas, including lawns, beds, and foliage.
• Maintenance of irrigation systems, including stations, pipes, nozzles, and heads, with reporting of faults.
• Regular site inspections and reporting.
• Adherence to health, safety, and environmental standards, including site access and security protocols.

Technical Requirements

The contractor must:

• Comply with all relevant health and safety legislation, including the Occupational Health and Safety Act 85 of 1993 and Transnet-specific procedures.
• Develop and implement a comprehensive Health and Safety Plan, including risk assessments and incident reporting procedures.
• Provide appropriate personal protective equipment (PPE) to all employees.
• Ensure all work is performed according to "Professional Garden Practice" standards, with methods chosen at the contractor’s discretion but conforming to quality standards.
• Report faults in irrigation and other systems promptly.
• Maintain proper documentation, including safety files, chemical registers, training records, and statutory compliance records.
• Undergo security screening and provide all necessary company and personnel documentation for site access.

Skills Requirements

The contractor’s personnel must possess:

• Competency in garden maintenance tasks such as mowing, edging, pruning, and weed control.
• Knowledge of pest and disease management in outdoor environments.
• Experience with irrigation system maintenance and fault reporting.
• Understanding of health and safety procedures, including the use of PPE and incident reporting.
• Ability to prepare and follow safe working procedures and risk assessments.
• Background screening and security clearance, including submission of fingerprints and identification documents.
• Training in relevant horticultural practices and safety protocols, with records maintained and available for review.
