Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct heavy metals contaminant tracing at the Port of East London. The project aims to identify and trace sources and pathways of heavy metal contamination (such as Cadmium, Copper, Chromium) in sediments, water, and biota, to inform mitigation, compliance, and remediation strategies. The service provider will support ongoing environmental monitoring and provide scientific insights into contamination sources and transport mechanisms.

Scope

The scope of work includes, but is not limited to:

• Project planning and inception activities.
• Field sampling and monitoring of sediments, water, and biota within and around the port.
• Source tracing and pathway analysis using scientific tracer techniques.
• Data collection, analysis, and interpretation.
• Development of contaminant dispersion and sediment transport models.
• Preparation of final reports with findings, conclusions, and recommendations.
• Compliance with relevant legislation and environmental standards throughout the project duration.

Technical Requirements

The technical requirements include:

• Provision of a project lead with valid SACNASP or EAPASA registration.
• Demonstrated experience in environmental contaminant source tracing, sediment quality assessments, and water quality studies.
• Qualified personnel including environmental scientists, marine scientists, chemical scientists, and GIS specialists with specified minimum qualifications and relevant experience.
• Submission of a detailed Method Statement covering source tracing, pathway analysis, GIS mapping, data interpretation, and reporting.
• Development and implementation of a comprehensive work schedule and project plan.
• Provision of a health and safety management plan, including risk assessments.
• Use of accredited laboratories for analysis and modeling tools for dispersion studies.
• Adherence to environmental legislation and safety standards.

Skills Requirements

The successful bidder must demonstrate:

• Experience in environmental sampling, heavy metal analysis, and contaminant tracing techniques.
• Proficiency in GIS mapping, spatial analysis, and contaminant pathway modeling.
• Strong project management skills with the ability to deliver within specified timeframes.
• Qualified personnel with relevant NQF levels:
• Project Lead: NQF Level 7 in Environmental/Chemical Science.
• Environmental or Marine Scientist: NQF Level 6 or 7.
• Chemical Scientist: NQF Level 6 or 7.
• GIS Specialist/Data Analyst: NQF Level 6 or 7.
• Experience in environmental investigations, sediment and water assessments, and modeling.
• Ability to prepare comprehensive technical reports and presentations.
• Compliance with health, safety, and environmental legislation.
