Objectives

The primary objective of this tender is to provide maintenance services for the fire detection system at Transnet Port Terminals, specifically for the Agriport & Maydon Wharf Terminal. The goal is to ensure the fire detection and suppression systems are fully operational, especially in a dust hazardous grain elevator facility handling wheat and maize, by conducting regular maintenance, testing, and reporting.

Scope

The scope includes:

• Conducting two maintenance services per month over a three-month period on the fire detection system across all floors and substations of the facility.
• Performing maintenance on the VESDA panels, main control panels, and associated piping (including high-pressure air lines).
• Maintaining fire detection components in specific areas such as ship unloaders, substations with FM200 gas cylinders, MCC rooms, machine rooms, parking store rooms, and other relevant buildings.
• Providing detailed signed reports and recommendations after each maintenance service.
• Ensuring access to equipment via extendable ladders or scaffolding (up to 6m height) and working in a 24-hour operational environment.

Technical Requirements

The technical requirements include:

• Full maintenance and testing of the fire detection system, including VESDA panels and control panels.
• Use of existing high-pressure air lines and piping, with any replacements as needed.
• Carrying out work during designated hours, with flexibility for irregular hours upon approval.
• Adherence to safety procedures, including site safety protocols, signage, and cleanliness.
• Provision of signed job cards, maintenance reports, and recommendations.
• Compliance with health, safety, security, environmental, and operational standards set by Transnet.
• Preparation of management plans such as risk assessments, method statements, emergency plans, traffic management, and hazardous substance handling procedures.
• Attending safety inductions and maintaining equipment and incident registers.

Skills Requirements

The skills and qualifications required for personnel include:

• Qualified and experienced personnel in fire detection system maintenance and testing.
• Competency certificates relevant to the scope of work, including elevated work training, rescue, and fall protection plans if applicable.
• Personnel with training in working at heights, confined spaces, and hazardous environments.
• Personnel capable of preparing and executing risk assessments, method statements, and safe work procedures.
• Employees must complete site-specific inductions and hold valid PPE and safety certifications.
• Provision of CVs and competency certificates for appointed persons.
• Ability to work continuously during operational hours, with proper safety and operational procedures in place.
