Objectives

The primary objective of this tender is to supply, deliver, and lay hot asphalt base and wearing course using paver equipment, for the rehabilitation of roads at the TPT terminal in the Port of Richards Bay. The work aims to restore and improve the existing road infrastructure through specified asphalt materials and construction practices, ensuring compliance with technical standards and specifications.

Scope

The scope of work includes:

• Supply, delivery, and laying of hot asphalt base and wearing course for road rehabilitation at TPT.
• No design input is required; the contractor shall provide plant, labor, and materials to meet specified standards.
• Work involves asphalt conforming to specified standards, including homogeneous modified binders, aggregate grading, and compaction requirements.
• The contractor shall ensure proper site access, safety, and environmental compliance during execution.
• The work covers the entire process from material procurement, mixing, transportation, to laying and compaction on site.

Technical Requirements

The technical requirements include:

• Use of specified bituminous binders, e.g., A-P1 modified bitumen, conforming to SANS standards.
• Aggregates must meet grading, size, and quality specifications, including limits on moisture, deleterious materials, and soundness.
• Asphalt mix design approval through plant trials, with testing for properties such as binder viscosity, aggregate grading, and moisture content.
• Proper handling, transportation, and placement of asphalt, maintaining temperature and quality standards.
• Use of thermal covers on trucks, anti-segregation devices, and equipment to ensure continuous, quality paving.
• Adherence to safety, health, and environmental standards, including site access permits and PPE requirements.
• Measurement and payment based on measured quantities, with no provisional sums unless unavoidable.

Skills Requirements

The contractor must possess:

• Proven experience in asphalt paving and road rehabilitation projects, with relevant references and completed similar works.
• Qualified personnel including site supervisors, paving foremen, safety officers, and equipment operators with appropriate certifications.
• Capability to produce and test asphalt mixes, including plant trials and quality assurance procedures.
• Competence in managing site safety, environmental compliance, and logistics for asphalt delivery and laying.
• Knowledge of South African standards (SANS), NEC3 contract procedures, and best practices in asphalt construction.
• Ability to coordinate subcontractors, manage site activities, and ensure timely completion within specified quality and safety standards.
