Objectives

The primary objective of this tender is to supply, deliver, remove existing Uninterruptible Power Supplies (UPS), and install, test, and commission three (3) new UPS systems at the Port of East London. The aim is to ensure continuous power supply and protection of critical server equipment during power outages or faults, thereby maintaining port operations and safety.

Scope

The scope includes:

• Removal of existing UPS units in the Port Control server room, Port Admin server room, and Grain elevator server room.
• Supply and installation of three new UPS systems with specified capacities (30KVA, 20KVA, and 10KVA).
• Testing and commissioning of the new UPS units.
• Ensuring compatibility with existing standby generators and adherence to safety and security protocols during installation.
• Provision of all necessary accessories, cabling, and compliance with technical specifications and standards.

Technical Requirements

The technical specifications for the UPS systems include:

• Three-phase input/output with specified voltages (e.g., 400V, 231V, 220V).
• Rated power capacities: 30KVA, 20KVA, and 10KVA with appropriate overload and harmonic distortion limits.
• Built-in maintenance bypass and automatic transfer switches for seamless operation.
• Battery systems with a minimum service life of 10 years, external batteries, and runtime guarantees (e.g., 30 minutes at full load).
• Environmental conditions: operation within 0-40°C, relative humidity up to 95%, and storage at altitude up to 15,000 meters.
• Protection ratings: IP20, noise levels, heat dissipation, and compliance with relevant standards.
• Monitoring and control features, including remote management via network management cards.
• Guarantee period of at least 36 months for batteries and critical components.
• Installation and testing to ensure no damage to existing infrastructure and compliance with safety protocols.

Skills Requirements

The contractor must possess:

• Proven experience in installing and commissioning UPS systems of similar capacities.
• Qualified electrical engineers and technicians with relevant certifications and experience in power systems.
• Knowledge of port security and safety regulations, including security clearance for personnel accessing port facilities.
• Ability to perform removal, installation, testing, and commissioning without disrupting port operations.
• Capability to provide remote monitoring and maintenance support post-installation.
• Compliance with environmental and safety standards, including waste disposal and hazard management.
