Objectives

The primary objectives of the tender are to secure a reliable rental service for three 5-ton forklifts with three man cages for a period of 12 months at the Cape Town Container Terminal. The service aims to ensure equipment availability, safety, compliance with standards, and operational efficiency for handling reefers and port cargo, including monitoring, plugging, unplugging, and handling out-of-gauge cargo.

Scope

The scope includes:

• Provision of three (3) new 5-ton forklifts with enclosed steel cabins, tempered glass, pneumatic tires, hydraulic forks (1200mm), and safety features such as SAS system and operator presence switch.
• Provision of three (3) safety man cages, compliant with safety standards, with specific design features (e.g., internal handrails, galvanized finish, lock mechanisms, non-slip floors).
• Rental period of 12 months, including delivery, commissioning, maintenance, repairs, load testing, and decommissioning at the end of the contract.
• Operational support including breakdown response within 2 hours, replacement within 2 weeks if unrepaired after 12 hours, and adherence to safety, health, and environmental standards.
• Ensuring equipment availability for port operations, including handling reefers at high stacking levels and out-of-gauge cargo.

Technical Requirements

The technical specifications for the equipment are as follows:

• Forklifts:
  • Enclosed steel cabins with tempered glass all around.
  • Pneumatic tires (dual front and back).
  • Hydraulic forks (1200mm).
  • Minimum travel speed of 22-25 km/h (empty).
  • Side shift, tilt functions, diesel fuel, and safety features including SAS system and operator presence switch.
  • Load test and compliance certificates valid for the rental period.
• Safety Man Cages:
  • Capacity for 2 persons, with internal safety rails, galvanized finish, lock-in pins, inward opening gate, non-slip floor.
  • Load test and compliance certificates valid for the rental period.
• Operational and safety standards:
  • Equipment must be maintained in operational condition, with breakdown response within 2 hours.
  • Equipment must meet all relevant safety, health, and environmental regulations.
  • Load testing, inspection, and certification to be maintained throughout the rental period.

Skills and Qualifications Requirements

• Service providers must demonstrate proven experience in supplying and maintaining similar forklift equipment, with at least four reference letters from recent clients (within last 5 years).
• Proof of inspection, load testing, and certification for the equipment must be provided, showing compliance with safety standards.
• Personnel involved in maintenance, repair, and operation must be competent, trained, and certified as per South African safety and occupational health standards.
• Service providers must have the capacity to respond to breakdowns promptly and provide replacement equipment within specified timeframes.
• All equipment must be compliant with the relevant safety, environmental, and quality standards, including load testing and certification valid for the duration of the contract.
• Service providers should have appropriate insurance coverage for the equipment and liability, with evidence provided upon request.
