Objectives

The primary objective of this tender is to appoint a suitable, qualified, and experienced professional service provider to update the Traffic Impact Assessment (TIA) for the proposed Kayamandi Town Centre Project in Stellenbosch. The update aims to reflect the latest development plans, traffic data, and impact assessments to ensure accurate evaluation of the project's effect on the road network and traffic conditions.

Scope

The scope of work includes:

• Updating the Traffic Impact Assessment originally conducted in April 2022 for the redevelopment of Kayamandi Town Centre.
• Conducting traffic counts at relevant intersections.
• Assessing the impact of the proposed development on the existing road network.
• Obtaining necessary approvals from the Provincial Department of Infrastructure: Roads Planning, Services: Roads and Traffic.
• Reporting directly to the designated Stellenbosch Municipality Project Manager and participating in project meetings.
• Producing a detailed project plan, including milestones, deliverables, and a cash flow budget.
• Providing technical and progress feedback as required.

Technical Requirements

The technical specifications for the update include:

• Review and incorporate existing traffic data, land use, and development proposals.
• Conduct new traffic counts and data collection at key intersections.
• Utilize appropriate traffic modeling and simulation tools to evaluate current and projected traffic conditions.
• Assess the capacity and level of service of intersections and road segments under the proposed development scenario.
• Recommend mitigation measures if necessary to address identified traffic impacts.
• Prepare comprehensive reports with findings, conclusions, and recommendations for approval and integration into the project planning process.

Skills Requirements

The service provider must demonstrate:

• Proven experience in conducting Traffic Impact Assessments for urban redevelopment projects, preferably similar in scale and scope.
• Technical expertise in traffic engineering, modeling, and simulation software (e.g., SIDRA, VISSIM, or equivalent).
• Knowledge of South African traffic and land use planning regulations and standards.
• Ability to coordinate with municipal authorities, provincial departments, and other stakeholders.
• Strong project management skills, including planning, reporting, and meeting deadlines.
• Capacity to produce clear, detailed, and professional technical reports and presentations.
