Objectives

The primary objective of this tender is to appoint a qualified Environmental Assessment Practitioner (EAP) registered with EAPASA to undertake a NEMA Section 24G application process. The purpose is to regularise unlawfully commenced listed activities under the National Environmental Management Act (NEMA), assess environmental impacts, facilitate stakeholder engagement, and compile all necessary documentation to obtain approval from the competent authority.

Scope

The scope of work includes:

• Reviewing the unlawful activity and relevant environmental legislation.
• Conducting environmental site assessments and baseline studies.
• Performing comprehensive Environmental Impact Assessments (EIA) to evaluate impacts, including cumulative effects.
• Facilitating public participation and stakeholder engagement processes.
• Preparing and submitting the Section 24G rectification application and supporting documentation.
• Developing an Environmental Management Programme (EMPr) with mitigation and monitoring measures.
• Liaising with the relevant competent authority throughout the process.
• Providing technical support during review and decision-making stages.
• Attending compulsory site meetings and project inception sessions.

Technical Requirements

The technical requirements for the successful bidder include:

• Registration as an Environmental Assessment Practitioner with EAPASA.
• Proven experience in environmental impact assessments and Section 24G applications, with at least three (3) similar projects supported by contactable references.
• Demonstrated understanding of South African environmental legislation, regulations, and stakeholder engagement procedures.
• Ability to conduct detailed site assessments, impact evaluations, and prepare comprehensive reports.
• Capacity to facilitate public participation and stakeholder consultation in accordance with NEMA EIA Regulations.
• Proficiency in compiling technical documentation, applications, and liaising with authorities.
• Ability to meet project timelines, with an anticipated completion date around 30 June 2026.

Skills Requirements

The successful bidder must possess:

• Registered Environmental Assessment Practitioners with valid registration certificates.
• Experience in environmental impact assessments, public participation, and legal compliance.
• Strong project management skills, including planning, reporting, and stakeholder engagement.
• Excellent communication skills for liaising with authorities, stakeholders, and the municipality.
• Ability to prepare detailed environmental reports, applications, and management programmes.
• Knowledge of South African environmental legislation, regulations, and best practices.
