Objectives

The primary objective is to restore and maintain the structural integrity and safety of the existing 30m Pappegaaiberg telecommunications tower mast. Specific goals include ensuring compliance with applicable engineering and occupational health and safety standards, evaluating wind load resistance and structural stability, mitigating operational and safety risks, guaranteeing business continuity for critical communication infrastructure, and obtaining formal professional engineering certification upon completion.

Scope of Work

The appointed contractor will replace corroded steel guy wires supporting the 30m mast with new 10mm 316 stainless steel wire ropes across three guy levels (nine wires total). The scope encompasses:

• Removal and safe disposal of existing rusted guy wires.
• Installation of two additional anchor points, including structural concrete footprints, yield deformed steel rebar cages, and anchor rod assemblies.
• Full rigging, commissioning, and preventative maintenance of the mast structure.
• Comprehensive wind load assessments and structural integrity reviews.
• Pre-tensioning verification using calibrated tensiometers.

Upon project close-out, the contractor must submit a structural assessment report, wind load analysis, maintenance log, engineering compliance certification, and before-and-after photographic records. All pricing must remain firm, and the municipality reserves the right to adjust the scope to remain within the R300,000 budget threshold.

Technical Requirements

Work must strictly adhere to South African engineering standards, manufacturer specifications, and Occupational Health and Safety legislation. Mandatory technical submissions and compliance measures include:

• COIDA Registration: Proof of enrollment with the Compensation Fund, which provides statutory insurance coverage for workplace injuries and diseases.
• Insurance & Safety Gear: Valid liability insurance explicitly covering personnel working at heights, alongside documented provision of fall-arrest personal protective equipment.
• Specialized Hardware: Use of M20 jaw-jaw turnbuckle tensioners, anti-tamper protectors, preformed grips, and bulldog clips for secure wire termination and tension adjustment.
• Engineering Sign-Off: All structural modifications and certifications must be formally approved and signed off by a qualified professional engineer.
• Administrative Compliance: Submission of completed standard municipal bidding forms, tax compliance PINs, and B-BBEE status documentation.

Skills & Competency Requirements

The tender seeks a specialist telecommunications mast engineering and maintenance provider with proven experience in high-altitude structural repairs. Required competencies include:

• Certified Personnel: All technicians must hold current, accredited certifications in working-at-heights systems, fall arrest protocols, and first aid response, aligned with Department of Employment and Labour standards.
• Proven Track Record: Demonstrated history of successfully executing similar mast maintenance or telecommunications infrastructure projects, supported by verifiable client references.
• Procurement Proficiency: Ability to navigate the Central Supplier Database (CSD), maintain active tax compliance, and submit valid Broad-Based Black Economic Empowerment (B-BBEE) status documentation to qualify for preference points under the municipality’s 80/20 evaluation model (which allocates 80 points to price and 20 points to B-BBEE status and local supplier benefits).
