Objectives

The primary objective of this tender is to procure durable, compliant personal protective equipment designed to safeguard healthcare and logistics personnel working in extreme cold environments within the provincial health sector's cold chain operations.

Scope

The procurement covers the supply of freezer jackets and freezer gloves to the Provincial Pharmaceutical Supply Depot. The required quantities are:

• Freezer Jackets: 3 Small, 1 Medium, 1 Extra Large
• Freezer Gloves: 4 Pairs

All delivery costs must be included in the quoted price. Products must be delivered new, unused, and with a minimum remaining validity period of six months. Local manufacturing is strongly encouraged.

Technical Requirements

• Freezer Jackets: Must be navy blue, constructed from nylon, and fully waterproofed. Essential features include a padded hood and pockets, heavy-duty zippers, sleeve cuffs, elasticated fittings, and a ventilated lining that effectively retains body heat.
• Freezer Gloves: One-size-fits-all design requiring a latex outer coating for superior grip and an inner acrylic nap for comfort. Must be rated for safe handling of cold-chain pharmaceuticals.
• Quality & Compliance: All items must meet SABS/SANS national standards, with documented proof of approval required. Products must conform strictly to the attached specification annexures.
• Sample Verification: Physical samples may be requested from the highest-scoring bidders via email for independent verification against specifications prior to contract award.

Skills & Experience Requirements

• Demonstrated Delivery Capacity: Bidders must provide at least one verifiable order confirmation and delivery note proving prior supply to a public or private health facility.
• Risk Management Compliance: Bidders with a history of unexplained non-delivery or default will be disqualified. Proven reliability is mandatory.
• Administrative Competence: Ability to accurately compile and submit all mandatory returnable documents, including CSD registration, tax clearance, B-BEE verification, and regulatory licenses.
• Responsiveness: Capacity to promptly provide requested samples and engage in price negotiations if initial quotations are deemed non-market related.

• SAHPRA Licensing: Suppliers must hold a valid license from the South African Health Products Regulatory Authority authorizing the manufacture, wholesale, or distribution of medical devices. This ensures legal compliance for handling health-related equipment.
• SABS/SANS Certification: Mandatory proof that products meet South African Bureau of Standards quality and safety benchmarks, ensuring durability and user protection in freezing conditions.
• 80/20 Preference Point System: A government procurement evaluation model allocating 80 points to competitive pricing and 20 points to socio-economic transformation. Full points are awarded to enterprises at least 51% owned by Black South Africans.
• Penalties & Contract Termination: Late deliveries incur daily financial penalties calculated at the current prime interest rate. Fraudulent declarations, failure to meet specifications, or persistent non-performance may result in immediate contract termination and a prohibition from public sector procurement for up to ten years.
