Objectives

The primary objective is to procure seven (7) new, double-door refrigerators for Harry Gwala Regional Hospital to ensure safe and long-term storage of food for patients and staff. The procurement aims to secure compliant, high-quality appliances while adhering to provincial health supply chain management policies and preferential procurement regulations.

Scope

The scope covers a once-off supply and delivery of seven 220-litre double-door refrigerators to the hospital’s designated location. The contract includes delivery, installation readiness, and a standard warranty period. Quotations are valid for ninety days, and delivery must occur within the timeframe specified by the purchaser. All costs, including transportation and VAT (if applicable), must be included in the quoted price.

Technical Requirements

• Physical Specifications: White exterior finish; total capacity of 220 litres; adjustable thermostat; sealed crisper compartment; built-in top or bottom freezer; and an automatic interior light activated upon door opening.
• Quality & Compliance: Units must be brand-new, unused, current models, and comply with relevant South African National Standards (SANS/SABS). Used or second-hand appliances are strictly prohibited.
• Warranty & Maintenance: Suppliers must provide a twelve-month warranty from acceptance or eighteen months from shipment, whichever occurs first.
• Verification: The procuring entity reserves the right to request physical samples from the top three scoring bidders for verification against specifications.

Skills Requirements

While no specialized technical certifications are mandated, bidders must demonstrate robust supply chain and administrative capabilities. This includes accurate completion of mandatory returnable documents, proof of Central Supplier Database (CSD) registration, valid tax clearance status, and the ability to manage logistics, delivery scheduling, and warranty servicing. Suppliers must also possess the administrative capacity to handle performance security documentation and respond promptly to inspection or sample requests.

Key Terms & Conditions

The tender applies the 80/20 Preference Point System, allocating eighty points for price competitiveness and twenty points for specific socio-economic goals. Full preference points are awarded to enterprises at least fifty-one percent owned by Black persons with disabilities. Cover-quoting (submitting multiple quotes through related companies to manipulate pricing) is strictly prohibited and constitutes fraud, leading to immediate disqualification. Performance Security must be furnished within thirty days of contract award, typically via a bank guarantee or certified cheque. Penalty Clauses apply to delayed deliveries, with daily deductions calculated at the prime interest rate. All contracts are governed by standard General and Special Conditions of Contract, outlining rights, obligations, dispute resolution, and termination procedures.
