Objectives

The primary objective of this tender is to appoint a qualified auctioneer to identify, verify, assess/valuate, and facilitate the disposal or auction of obsolete and redundant municipal assets owned by Setsoto Local Municipality. The service provider will ensure that the assets are disposed of in accordance with prescribed legislation and that the auction process is conducted smoothly and efficiently.

Scope

The scope of work includes:

• Identification and verification of redundant municipal assets.
• Assessment and valuation of assets to be auctioned.
• Disposal and auction of assets, including vehicles and equipment.
• Ensuring assets are sold Voetstoots (as-is, where-is).
• Preparation of auction schedules and finalization of disposal assets.
• Advertising the auction through social media, bulk messaging, and prescribed municipal strategies.
• Managing the auction process to ensure it runs smoothly.
• Handling registration, bidding, and transfer of assets within specified timeframes.
• Post-auction activities including handling unsold assets and transfer of ownership.

Technical Requirements

The technical requirements include:

• Approval of the auction schedule by Setsoto Local Municipality in writing.
• Advertising the auction via social media and other channels.
• Conducting the auction within 4 weeks of receipt of the official purchase order, unless a different timeframe is specified by the service provider.
• Providing evidence of experience in auctioneering, including successful auctions conducted.
• Registering team members with the South African Institute of Auctioneers (SAIA) with proof of registration.
• Providing proof of company registration with a recognized professional body (SAIA).
• Ensuring compliance with legislation governing asset disposal and auction processes.

Skills Requirements

The skills and qualifications required include:

• Financial viability demonstrated by a bank rating (Code A, B, or C).
• Minimum of 2-4 years of active auctioneering experience, with evidence such as appointment letters or purchase orders.
• Proven track record of conducting successful auctions (minimum of 5-20 auctions).
• Registered team leader or project manager with at least 4-6 years of experience, including registration with SAIA.
• Company registration with a recognized professional body such as SAIA, with proof of membership.
• Ability to meet deadlines and deliver services within specified timeframes.
• Experience in advertising and managing auction logistics, including social media promotion and bidder communication.
