Objectives

The primary objective of this tender is to procure security services for the property located at Gariep, House No. 5 Valk Street, on a month-to-month basis for a period not exceeding six (6) months. The aim is to ensure the safety, security, and protection of the premises, staff, and assets through qualified security personnel and appropriate security measures.

Scope

The scope includes the provision of security personnel, security aids, operational management, and compliance with relevant legislation. Specific tasks involve guarding the premises, access control, patrols, incident reporting, and maintaining security records. The services are to be rendered on a month-to-month basis, with the contract not exceeding six months, and may be terminated earlier if deemed necessary by the Department of Public Works and Infrastructure.

Technical Requirements

• Provision of qualified security officers (Grade C) for day and night shifts, including relievers.
• Security aids such as radios, batons, handcuffs, pocket books, torches, and communication devices must be supplied and maintained.
• Security officers must be properly uniformed, identifiable, and PSIRA registered.
• Implementation of operational procedures including shift rosters, occurrence registers, access control, and incident reporting.
• Provision of security equipment and aids, including two-way radios, cell phones loaded with airtime, batons, handcuffs, and pocket books.
• Compliance with health, safety, and environmental legislation, including PPE requirements and safety protocols.
• Security personnel must undergo vetting, pre-screening, and obtain necessary clearances from relevant authorities.
• Regular inspections, site visits, and reporting to ensure service quality and adherence to contractual obligations.
• Provision of contingency plans for emergencies and labour unrest.
• Adherence to the Department’s specifications for security operations, including handling lost articles, incident management, and site inspections.

Skills Requirements

• Security officers must have at least Grade C PSIRA registration and relevant security training.
• Site managers and supervisors should have supervisory training, with a minimum of 2-3 years’ security experience.
• Personnel must be physically and medically fit, well-groomed, and capable of performing security duties effectively.
• Officers should demonstrate good communication skills, professionalism, and the ability to respond promptly to incidents.
• The contractor must have sufficient capacity and resources to respond to emergencies within 45 minutes.
• Personnel should be trained in emergency response, incident reporting, and site-specific security procedures.
