Objectives

The Greater Kokstad Municipality aims to procure professional training services to upskill municipal personnel in grass cutting operations. The primary objective is to appoint a qualified, accredited service provider to deliver comprehensive in-house training and issue officially recognised certification to 14 participants.

Scope of Work

• Deliver a full-course grass cutting training programme to 14 municipal employees.
• Conduct all training sessions in-house at the municipality’s designated facilities.
• Develop and submit a detailed training plan specifying course modules, learning outcomes, and total duration.
• Issue completion certificates formally approved by the relevant Sector Education and Training Authority (SETA).
• Provide firm, all-inclusive pricing per participant, covering all materials, facilitation, and administrative costs.

Technical Requirements

• Valid accreditation from the relevant SETA specifically covering grass cutting or grounds maintenance training.
• Completion and signing of all mandatory Municipal Bidding Documents (MBD 1, 3.1, 4, 6.1, 8, and 9).
• Current Central Supplier Database (CSD) report and SARS Tax Compliance Status (TCS) PIN or certificate.
• Proof that both the company and all directors are clear of municipal rates, taxes, and service charges for periods exceeding 90 days.
• B-BBEE status verification certificate or sworn affidavit.
• Firm pricing quoted for a minimum of 30 days, inclusive of VAT and all applicable levies.

Skills Requirements

• Proven expertise in municipal grounds maintenance, safe machinery operation, and grass cutting best practices.
• Capacity to design structured, competency-based training curricula aligned with industry standards.
• Qualified facilitators authorised to conduct practical/theoretical assessments and issue SETA-accredited certificates.
• Strong logistical and project management capabilities to coordinate in-house training for 14 attendees without disrupting municipal operations.

SETA Accreditation: Refers to formal recognition by a Sector Education and Training Authority, the South African bodies responsible for accrediting vocational training providers. Accreditation ensures the training meets national quality standards and allows the provider to issue legally recognised certificates.

80/20 Preferential Procurement System: A government scoring model where 80 points are awarded for competitive pricing and 20 points for socio-economic transformation goals. Points are granted for businesses owned 50% or more by designated groups (black persons, black women, black youth, or disabled persons) and for companies operating within KwaZulu-Natal.

Mandatory Municipal Clearance: Bidders must prove that neither their company nor its directors owe municipal rates, taxes, or service charges for more than 90 days. This is a strict compliance requirement designed to prevent contracts from being awarded to entities with outstanding public debts.

MBD Forms: Standardised municipal bidding templates that must be fully completed and signed. Omissions, unsigned sections, or false declarations result in automatic disqualification, as the municipality does not accept late corrections or incomplete submissions.
