Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The service includes ensuring continuous water supply, proper treatment, compliance with relevant standards, and environmental safety.

Scope

The scope encompasses:

• Operation and maintenance of water treatment works, including abstraction, storage, chemical dosing, filtration, disinfection, and storage of potable water.
• Operation and maintenance of wastewater treatment works, including inlet works, biological treatment, sludge removal, and effluent discharge compliance.
• Routine inspections, cleaning, and repairs of plant equipment, tanks, pipelines, and associated infrastructure.
• Monitoring and testing of water quality parameters in accordance with national standards and regulations.
• Groundskeeping activities such as grass cutting and tidiness of the plant surroundings.
• Record keeping of operational data, maintenance activities, and compliance testing.
• Adherence to health, safety, and environmental regulations throughout the contract period.

Technical Requirements

The technical requirements include:

• Qualified personnel: Process controllers (Class II and III), supervisors (Class V), artisans (mechanical and electrical), and general workers.
• Operation of chemical dosing systems, filtration units, disinfection equipment, and sludge management systems.
• Regular sampling and laboratory testing for parameters such as pH, turbidity, residual chlorine, biological contaminants, and other relevant standards.
• Maintenance of plant equipment, including calibration, repairs, and replacement of worn parts.
• Implementation of environmental management practices, including sludge disposal and pollution prevention.
• Compliance with applicable legislation, standards (e.g., SANS, Water Services Act), and Green Drop requirements.
• Documentation of daily operations, maintenance logs, and test results.

Skills Requirements

The tenderer must demonstrate the ability to provide:

• Experienced and certified process controllers (Class II and III) with operational knowledge of water and wastewater treatment plants.
• Qualified artisans (mechanical and electrical) for maintenance and repairs.
• Competence in chemical handling, sampling, and laboratory testing procedures.
• Knowledge of environmental regulations and safety standards.
• Ability to maintain detailed records, prepare reports, and ensure compliance with legal and environmental standards.
• Effective groundskeeping and plant tidiness skills.
• Capacity to respond promptly to operational issues, breakdowns, and emergencies.
