Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The contractor will ensure the continuous, efficient, and compliant operation of the water and wastewater treatment facilities, including supply of chemicals, routine maintenance, monitoring, and compliance with relevant legislation and standards.

Scope

The scope of work includes:

• Operation and maintenance of water treatment plants, including abstraction, storage, treatment, disinfection, and storage of potable water.
• Operation and maintenance of wastewater treatment plants, including inlet works, biological treatment, sludge removal, and effluent discharge compliance.
• Supply and management of chemicals (e.g., coagulants, chlorine, ferric chloride) and tablets for water testing.
• Routine inspections, cleaning, and maintenance of plant equipment, tanks, filters, and associated infrastructure.
• Monitoring water quality parameters in accordance with national standards and regulations.
• Record keeping, reporting, and compliance with environmental and health legislation.
• Grounds maintenance around the treatment facilities.
• Unscheduled maintenance and emergency repairs as required.

Technical Requirements

The technical requirements include:

• Operation of two water treatment plants and two wastewater treatment plants as per specifications.
• Use of accredited laboratory testing for water quality parameters, including SANS standards and the National Water Act.
• Maintenance of detailed logs and records of plant operation, maintenance, and incidents.
• Compliance with Occupational Health and Safety Act, environmental legislation, and relevant standards (ISO 9001, ISO 14001, SANS).
• Provision of qualified personnel, including process controllers (Class II and III), a supervisor (Class V), and general workers.
• Supply of chemicals and consumables necessary for plant operation.
• Implementation of safety, security, and confidentiality protocols.
• Adherence to specified response times for breakdowns and emergencies.

Skills and Qualifications Requirements

The tenderer must demonstrate:

• Experience in operating and maintaining water and wastewater treatment plants, preferably of similar size and complexity, within the last five years.
• Provision of contactable references for relevant projects.
• Qualified personnel with valid certificates, including:
• Class II and III Process Controllers for water and wastewater plants, respectively.
• Class V supervisor with relevant experience.
• Knowledge of relevant legislation, standards, and environmental management systems.
• Capability to perform laboratory testing and interpret results.
• Ability to maintain detailed operational records and reports.
• Capacity to respond promptly to operational issues, breakdowns, and emergencies.
• Compliance with health, safety, and security protocols, including security clearance if required.
