Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The contractor is responsible for ensuring continuous, compliant, and efficient operation of the treatment facilities, including chemical supply, process control, maintenance, and reporting, to guarantee the provision of safe potable water and compliant wastewater discharge.

Scope

The scope encompasses:

• Operation and maintenance of water treatment plant, including abstraction, storage, treatment, and distribution.
• Operation and maintenance of wastewater treatment plant, including inlet works, biological treatment, sludge management, and effluent discharge.
• Supply and management of chemicals (e.g., coagulants, disinfectants) and testing materials.
• Routine inspections, cleaning, and preventive maintenance of plant equipment and infrastructure.
• Monitoring and compliance testing for both drinking water and wastewater, including laboratory testing and reporting.
• Grounds and site maintenance around treatment facilities.
• Record keeping, reporting, and adherence to relevant legislation and standards.

Technical Requirements

The technical scope includes:

• Operation of water and wastewater treatment processes as per specified standards and regulations (e.g., SANS, Water Act, Environmental Act).
• Provision of qualified personnel: process controllers (Class II and III), supervisor (Class V), and general workers.
• Supply of chemicals and consumables, with proper dosing and process control.
• Regular maintenance of equipment, including pumps, generators, instrumentation, and electrical/mechanical components.
• Implementation of safety, health, and environmental protocols.
• Monitoring of parameters such as turbidity, pH, residual chlorine, chemical discharge standards, and other relevant water quality indicators.
• Record keeping of operational data, laboratory results, and incident reports.
• Compliance with all applicable legislation, standards, and departmental policies.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in operating and maintaining water and wastewater treatment plants of similar capacity and complexity.
• Qualified personnel with valid certificates (Class II and III Process Controllers, Class V Supervisor) issued by accredited bodies or the Department of Water and Sanitation.
• Knowledge of relevant legislation, standards, and environmental regulations.
• Ability to perform laboratory testing and interpret results.
• Competence in routine and preventive maintenance of treatment plant equipment.
• Experience in chemical handling, dosing, and process optimization.
• Capacity to maintain detailed operational records and prepare compliance reports.
• Demonstrated safety management and risk mitigation skills.
• Capacity to respond promptly to operational issues, breakdowns, and emergencies.
