Objectives

The primary objective of this tender is to appoint a qualified service provider to operate and maintain the water and sewer treatment plants at Groenpunt Prison for a duration of one month. The contractor is responsible for ensuring continuous, compliant, and efficient operation of the treatment facilities, including chemical supply, equipment maintenance, monitoring, and reporting, to guarantee the provision of safe potable water and compliant wastewater discharge.

Scope

The scope encompasses:

• Operation and maintenance of two water treatment plants (drinking water and wastewater) at Groenpunt Prison.
• Monitoring and testing of water quality parameters in accordance with national standards and regulations.
• Supply of chemicals and reagents required for treatment processes.
• Routine and scheduled maintenance of plant equipment, pumps, pipes, and electrical/mechanical systems.
• Cleaning, sludge removal, and landscaping around treatment facilities.
• Compliance with legal, environmental, and safety standards including the National Water Act, SANS standards, and Green Drop requirements.
• Record keeping, reporting, and documentation of operational activities, test results, and incidents.
• Provision of qualified personnel, including process controllers, supervisors, and general workers.

Technical Requirements

The technical scope includes:

• Operation of raw water abstraction, storage, treatment, and distribution systems.
• Operation of wastewater treatment processes, including biological filtration, sludge digestion, and final effluent discharge.
• Regular sampling and testing of water and effluent for parameters such as pH, turbidity, chemical oxygen demand, coliforms, nitrates, and other relevant standards.
• Maintenance of plant equipment, including pumps, generators, instrumentation, and chemical dosing systems.
• Implementation of safety, health, and environmental protocols.
• Preparation and submission of operational reports, compliance documentation, and incident notifications.
• Adherence to specified standards, regulations, and best practices for water quality and environmental protection.

Skills Requirements

The tender specifies the following skills and qualifications for personnel:

• Qualified Process Controllers:
  • 2 Process Controllers for wastewater plant (Class II or higher)
  • 2 Process Controllers for drinking water plant (Class III or higher)
• Supervisory personnel:
  • 1 Class V or higher Plant Supervisor (not necessarily on-site full-time)
• General workers with experience in plant operation, maintenance, and landscaping.
• Personnel must possess accredited certificates issued by the Department of Water and Sanitation or other recognized bodies.
• Personnel should demonstrate knowledge of relevant legislation, safety standards, and environmental regulations.
• Ability to conduct sampling, testing, and interpret water quality data.
• Competence in equipment maintenance, troubleshooting, and reporting.
