Objectives

The primary objective of this tender is to procure reliable, high-quality shatterproof hacksaw replacement blades and associated cutting tools for routine maintenance operations at the Dr Pixley Ka Isaka Seme Memorial Hospital. Scope

The scope encompasses the supply and delivery of various quantities of industrial cutting tools and blades to the designated hospital facility. The required items include:

The contract does not specify a fixed duration, and delivery must be completed within an agreed timeframe following award. All quoted prices must remain firm for a 90-day validity period, and delivery costs must be fully inclusive.

Technical Requirements

• Product Specifications: All blades must precisely match the specified dimensions, tooth-per-inch (TPI) counts, and material grades (HSS/M2 Bi-Metal). Products must be new, unused, and free from manufacturing defects.

• Warranty: A minimum 12-month warranty applies from delivery acceptance, covering defects arising from design, materials, or workmanship under normal use.
• Compliance Documentation: Bidders must submit mandatory statutory forms, including Supplier Disclosure (SBD4), Preference Points Claim (SBD6.1), Central Supplier Database (CSD) verification, B-BBEE status proof, and evidence of prior delivery performance or financial capability.

Skills Requirements

80/20 Preference Point System: A standard South African public procurement scoring model where 80 points are allocated to price competitiveness and 20 points to specific socio-economic goals, primarily promoting enterprises located within the hospital’s operational catchment area.

GCC & SCC Framework: The contract operates under standardized General and Special Conditions of Contract, which outline delivery timelines, penalty calculations for late performance, termination rights, dispute resolution procedures, anti-collusion provisions, and tax compliance obligations.
