Objectives

The procurement aims to secure high-quality, certified materials delivered within strict timeframes, ensuring value for money while adhering to five structured evaluation stages: administrative compliance, supplier capacity, specification adherence, price and preference scoring, and objective sample assessment.

Scope

The tender covers the supply, fabrication, and delivery of hardware items constructed primarily from specified engineered wood products. The scope includes manufacturing and supplying door panels, shelves, mounting rods, ventilation panels, and associated stainless steel fittings. While exact quantities and precise dimensions are listed in an itemised schedule, bidders are expected to confirm measurements and submit quotations accordingly. The contract encompasses production, quality assurance, transportation to the designated delivery location, and compliance with standard procurement provisions regarding warranties, risk transfer, and performance obligations.

Technical Requirements

All supplied goods must meet stringent manufacturing and material standards:

• Material Specifications: 16mm thick white melamine-faced chipboard with a white core and PVC edge banding. Materials must hold valid SABS approval (South African Bureau of Standards certification verifying material safety, durability, and compliance with national quality benchmarks).
• Precision Tolerances: Strict dimensional accuracy of ±2mm is required. This means manufactured parts may deviate by no more than two millimetres from stated dimensions, necessitating precision machining rather than standard carpentry.
• Components: Stainless steel hinges with screws, specific door panels (including 1930×490mm variants), stainless steel handles, shelves (approx. 30mm depth), stainless steel rods, and pre-patterned ventilation holes.
• Quality & Compliance: Goods must pass purchaser inspection and testing upon delivery. Products must be fit for intended use and backed by contract-specified warranties. Prices remain fixed for the contract duration, and any variations require written authorisation. Performance penalties apply for delays or non-conforming deliveries.

Skills Requirements

Bidders must demonstrate proven technical and operational capabilities in precision carpentry and hardware fabrication:

• Fabrication Expertise: Proficiency in processing melamine-faced chipboard and applying PVC edge banding without chipping, peeling, or surface damage.
• Precision Manufacturing: Ability to consistently achieve ±2mm tolerances using CNC routing, panel saws, or calibrated manual equipment, alongside square-cutting techniques.
• Assembly & Fitting: Competence in installing stainless steel hardware, aligning door panels, drilling ventilation patterns, and ensuring structural rigidity.
• Quality Control & Certification: Established QC protocols to verify SABS compliance and material consistency prior to dispatch.
• Logistics & Sample Production: Capability to manufacture physical prototypes for Stage 5 evaluation and manage timely delivery to the specified site. Familiarity with public sector procurement frameworks and the preference point system (a scoring mechanism rewarding historically disadvantaged enterprises or local suppliers per South African procurement policy) is advantageous.
