Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct comprehensive Health Risk Assessments and Occupational Hygiene Surveys at the Onderstepoort Biological Products (OBP) site. The assessments aim to identify, evaluate, and mitigate occupational health risks associated with various workplace exposures, ensuring compliance with relevant regulations and improving worker safety and hygiene standards.

Scope

The scope includes providing professional services of an Approved Inspection Authority (AIA) registered with the Department of Employment and Labour to undertake:

• Initial engagement with client representatives to understand operations and risks.
• Illumination surveys in occupied areas, including night assessments.
• Noise monitoring surveys, including area measurements and personal dosimetry.
• Hazardous Chemical Monitoring, including chemical risk assessments and personal exposure sampling.
• Indoor Air Quality (IAQ) and ventilation surveys.
• Facilities hygiene surveys, including surface swab sampling for microbial contamination.
• Whole Body Vibration surveys, particularly for forklift operators.
• Ergonomic assessments of workstations and manual handling tasks.
• Comprehensive Health Risk Assessments (HRA) for various employee groups, covering chemical, physical, biological, and ergonomic hazards.
• Reporting of findings, including evaluations, recommendations, and compliance documentation.

Technical Requirements

The technical requirements specify that the service provider must:

• Be registered with the Department of Employment and Labour as an Approved Inspection Authority (AIA).
• Conduct assessments in accordance with relevant standards such as SANS 10114, SANS 2631, SANS 18593, ISO 2631, and the Physical Agents Regulations (2024).
• Use calibrated equipment for vibration and noise measurements.
• Follow standardized methodologies for sampling, testing, and evaluation.
• Prepare detailed reports within 8 weeks of completing site assessments, including methodology, results, interpretations, and recommendations.
• Engage with OBP management and SHE officers for clarification and discussion of results.

Skills Requirements

The service provider must demonstrate:

• Registration and accreditation as an Approved Inspection Authority with the Department of Employment and Labour.
• Expertise in occupational hygiene, including chemical, physical, biological, and ergonomic assessments.
• Proficiency in conducting noise, vibration, chemical, IAQ, and microbiological surveys.
• Experience in preparing comprehensive occupational health and safety reports.
• Knowledge of relevant South African standards and legislation, including the Occupational Health and Safety Act, 1993, and associated regulations.
• Capability to perform assessments across multiple site locations and departments.
• Ability to provide actionable recommendations for risk mitigation and control measures.
