Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct comprehensive Health Risk Assessments and Occupational Hygiene Surveys across various site departments. The assessments aim to identify occupational hazards, evaluate exposure levels, and recommend control measures to ensure compliance with relevant regulations within the Occupational Health and Safety Act, 1993.

Scope

The scope includes the provision of professional services by an Approved Inspection Authority registered with the Department of Employment and Labour. Specific assessments and surveys to be conducted are:

• Initial engagement with client representatives
• Illumination survey in occupied areas
• Noise monitoring survey, including personal dosimetry
• Hazardous chemical monitoring and risk assessment
• Indoor air quality and ventilation survey
• Facilities hygiene survey with microbiological sampling
• Whole-body vibration survey
• Ergonomic assessment of workstations and manual tasks
• Health Risk Assessment (HRA) based on occupation and tasks

Assessments will be carried out across multiple site locations, including animal facilities, laboratories, offices, storage areas, and operational zones.

Technical Requirements

The service provider must:

• Be duly registered with the Department of Employment and Labour as an Approved Inspection Authority (AIA).
• Meet measurement standards specified in relevant regulations (e.g., Physical Agents Regulation 2024, SANS standards).
• Use calibrated equipment for noise, vibration, and chemical monitoring.
• Collect samples according to standardized methodologies (e.g., SANS 18593:2004 for microbiology swabs).
• Prepare comprehensive reports within 8 weeks of site assessments, including methodology, results, evaluations, and recommendations.
• Engage with OBP SHE officers and management for clarifications as needed.

Skills Requirements

The bidder must demonstrate:

• Registration and accreditation with relevant authorities (e.g., SAIOH for occupational hygienists, SANAS for microbiology testing).
• Expertise in conducting occupational hygiene surveys, including noise, chemical, vibration, and IAQ assessments.
• Experience in ergonomic risk assessments and health risk evaluations.
• Proficiency in sampling, measurement, and data analysis aligned with national and international standards.
• Capability to prepare detailed technical reports with clear findings and actionable recommendations.
• Knowledge of applicable legislation, regulations, and exposure limits relevant to occupational health and safety.
