Objectives

The primary objective of this tender is to appoint a qualified service provider to conduct comprehensive Health Risk Assessments and Occupational Hygiene Surveys within the facilities of Onderstepoort Biological Products Ltd. The aim is to ensure compliance with relevant Occupational Health and Safety regulations, identify potential occupational hazards, and implement effective control measures to safeguard employee health and safety.

Scope

The scope encompasses the provision of professional services by an Approved Inspection Authority registered with the Department of Employment and Labour. The services include:

• Initial engagement with client representatives to understand operations and risks.
• Illumination surveys measuring average light levels in occupied areas.
• Noise monitoring, including area noise measurement and personal dosimetry.
• Hazardous chemical monitoring, including chemical risk assessments and personal exposure sampling.
• Indoor Air Quality (IAQ) and ventilation surveys.
• Facilities hygiene assessments through surface swab sampling.
• Whole Body Vibration surveys for relevant tasks.
• Ergonomic assessments of workstations and manual tasks.
• Comprehensive Health Risk Assessments (HRA) for various employee groups.
• Assessment to be conducted across multiple site locations within the facilities.
• Preparation and submission of detailed reports with findings, evaluations, and recommendations.

Technical Requirements

The technical requirements specify that the service provider must:

• Be duly registered and accredited with relevant authorities, including the Department of Employment and Labour and SAIOH.
• Use calibrated and approved measurement instruments for surveys (e.g., noise dosimeters, vibration monitors).
• Follow prescribed standards and regulations such as SANS 10114, SANS 2631, ISO 2631, and relevant Occupational Exposure Limits.
• Employ validated methodologies for sampling, testing, and assessments, including microbiological testing per SANAS standards.
• Provide comprehensive documentation, including drawings, sampling data, and evaluation reports.
• Engage in discussions with OBP management for clarification and validation of results.
• Deliver reports electronically within 8 weeks of site assessments.

Skills Requirements

The service provider must possess the following skills and expertise:

• Qualified Occupational Hygienists and Technologists registered with SAIOH or equivalent bodies.
• Experience in conducting occupational hygiene surveys, including noise, chemical, vibration, and IAQ assessments.
• Proficiency in using calibrated measurement instruments and sampling equipment.
• Knowledge of relevant South African and international standards and legislation.
• Ability to interpret complex data and prepare detailed technical reports.
• Strong communication skills for engaging with client representatives and presenting findings.
• Capability to develop actionable recommendations for risk mitigation and control measures.
