Objectives

The primary objective is to renovate and adapt the Old Lusitania Building at Hermanus Harbour into a functional Gender-Based Violence (GBV) Centre. The project aims to deliver a secure, compliant, and purpose-built facility through targeted structural modifications and finishing works.

Scope of Work

The contract covers the following construction and alteration activities:

• Internal partitioning alterations to reconfigure and optimise workspace layouts.
• Replacement of box gutters to restore effective rainwater drainage and protect building integrity.
• Construction of a new doorway to enhance circulation and emergency egress.
• Supply and installation of new wooden doors to replace existing units.

Technical Requirements

Bidders must satisfy the following technical, administrative, and compliance criteria:

• Contractor Grading: Minimum CIDB designation of 2 GB or higher (or 2 GB* or higher). Emerging enterprises may qualify under Not Applicable PE or higher.
• Mandatory Documentation: Fully completed Pricing Schedule, DPW-07 (Form of Offer), DPW-09 (Particulars of Projects), DPW-21 (Record of Addenda), PA-15 (Authorisation Resolution), PA-40 (Declaration of Designated Groups), and valid Central Supplier Database (CSD) registration proof.
• Addenda Compliance: Bidders must formally acknowledge receipt of Addendum No. 1 and incorporate its amendments, particularly the updated responsiveness criteria.
• Mandatory Attendance: Participation in a compulsory site briefing and bid clarification session is required. Proof of attendance via the signed register must accompany the submission.
• Risk & Performance Evaluation: Tenders will be assessed on five-year experience in comparable projects, historical contractual performance, financial liquidity, and resource planning. Contactable references for past projects are mandatory.
• Evaluation Method: An 80/20 preference points scoring system applies, allocating 80% to price/technical merit and 20% to socio-economic transformation targets (B-BBEE, local municipality presence, black ownership, women/youth/disability empowerment).

Skills Requirements

The successful bidder must demonstrate adequate technical expertise and workforce capacity:

• Carpentry Expertise: Employment of a minimum of two (2) certified Carpenter Artisans for the contract duration. Valid trade test certificates and certified ID copies must be submitted.
• Management & Supervision: Provision of a company organogram, CVs, and certified IDs for principals and key personnel (contract manager, site agent, foreman, and administrative staff). Professional registration credentials must be verifiable.
• Workforce Capacity: Demonstration of sufficient operational capacity to execute the project within stipulated timelines without overextension.
• Nationality Restriction: Due to the site’s proximity to a National Key Point, all personnel deployed to this project must be South African citizens.
