Project Objectives

The Department of Public Works and Infrastructure invites quotations to execute targeted building alterations and repairs at the Old Lusitania Building in Hermanus Harbour. The primary objective is to adapt the existing structure into a fully functional Gender-Based Violence (GBV) Centre through strategic internal partitioning, roofing maintenance, structural modifications, and secure door installations, ensuring compliance with national building and safety standards.

Scope of Work

• Site Preparation & Safety: Safely remove defective materials, implement comprehensive occupational health and safety protocols, and manage construction dust and waste. High-rise access equipment is required for sections exceeding six metres.
• Gutter Maintenance & Replacement: Clean existing aluminium gutters, rainwater heads, and downpipes. Replace two existing box gutters above the reception area with custom-fabricated, corrosion-resistant units engineered for harsh coastal conditions.
• Drywall Partitioning: Construct non-load-bearing internal partitions using galvanised steel stud/track frameworks clad with moisture-resistant gypsum plasterboard. Includes installation of aluminium door frames, hollow-core internal doors, commercial hardware, and aluminium skirting in open areas, interview rooms, and ablution separations.
• Painting & Finishing: Apply dedicated primers and finish coats to all new partitioning and doors. Restore plaster around new openings and match existing off-white/tan matte finishes.
• Doorway & Door Installations: Create a new doorway in an existing internal brick wall using temporary shoring and pre-stressed concrete lintels. Replace a damaged exterior door with a heavy-duty, weatherproof hardwood unit. All installations require SABS-approved locks, brass hinges, and consistent external/internal finishes.

Technical Requirements

• Contractor Registration: Valid CIDB contractor grading of 2 GB or higher (or PE for emerging enterprises). Mandatory registration on the Central Supplier Database (CSD) with fully compliant tax status throughout the procurement process.
• Material Standards: All supplied goods must comply with relevant SABS/SANS standards. Gutters require 0.55mm+ Aluzinc/aluminium or 0.8mm+ galvanized steel. Partitioning uses 76–96mm frameworks with 12–15mm moisture-resistant boards. Doors and hardware must be SABS-approved and rust-resistant for coastal exposure.
• Performance & Warranty: Work must commence within seven calendar days of official instruction and complete within twenty-eight days. A twelve-month workmanship guarantee is mandatory from the date of completion.
• Financial & Administrative: Bids evaluated using an 80/20 preference point system (price vs. specific transformation goals). Quotations remain valid for 84 days. A 5% payment reduction (retention) applies to the contract value as performance security.

Skills & Personnel Requirements

• Carpenter Artisans: Minimum of two certified carpenter artisans must be employed for the entire contract duration. Proof of trade test certificates and certified ID copies (issued within six months) are mandatory.
• Citizenship Restriction: Only South African citizens may work on-site due to the facility's proximity to designated National Key Points.
• Proven Experience: Tenderers must demonstrate at least two successfully completed building or roofing-related projects within the past five years, with a cumulative minimum value of R130,000. Supporting documentation (signed appointment letters, completion certificates, and employer reference letters) must be submitted.
• Management Capacity: Bidders must provide organisational charts, CVs, and proof of professional registration for principals and site staff, demonstrating adequate capacity to manage project programming, quality control, and contractual compliance.
