Objectives

The primary objective of this tender is to engage a service provider to conduct a two-yearly examination of eight High Mast Poles at the East London Multi-Purpose Terminal (EL MPT). The examination aims to assess the condition of the High Mast Poles to ensure operational efficiency and safety, in accordance with the OSH Act and Transnet’s Codes of Practice.

Scope

The scope of work includes:

• Providing a one-time service to conduct two-yearly examinations of eight High Mast Poles at EL MPT.
• Ensuring the examination is performed in compliance with relevant safety and operational standards.
• Scheduling and executing the work with minimal disruption to terminal operations, which will remain operational during the process.

Technical Requirements

The technical requirements for the tender include:

• Provision of two-yearly examinations for eight High Mast Poles.
• Submission of reference letters demonstrating previous relevant experience (minimum three references, with at least one similar project).
• Certification from an accredited body, such as the Engineering Council of South Africa (ECSA), confirming the supply of lifting machinery and scope of work.
• Compliance with safety standards and proper documentation, including assessment awareness registers and project-specific requirements.
• Ability to complete the work within scheduled timeframes, ensuring minimal interference with terminal operations.

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven experience in conducting high mast pole examinations or similar structural assessments, supported by reference letters.
• Certification from recognized bodies such as ECSA, indicating competence in lifting machinery and related scope of work.
• Capability to plan and execute the work efficiently, demonstrating resource management and operational planning skills.
• Ability to work safely and repair any damages caused during the examination at their own cost.
• Knowledge of safety regulations, OSH Act, and Transnet’s Codes of Practice relevant to structural inspections.
