Objectives

The primary objective of this quotation is to procure and supply a standardized Home Based Care Kit to support community-based healthcare and patient comfort services at Hlengisizwe Community Health Centre.

Scope

The scope encompasses the supply of 1,138 Home Based Care Kits. Each kit must contain a predefined assortment of hygiene, wound care, and basic first-aid consumables. Delivery is required at the designated health centre facility within an agreed timeframe. The procurement is strictly for the supply of physical goods and does not involve installation, maintenance, or ongoing service provision.

Technical Requirements

• Kit Composition: Every kit must contain medium and large diapers, toilet paper, paper towels, Vaseline, assorted gauze, cotton balls, 75mm bandages, 25mm tape, gloves, hand sanitizer, antiseptic wipes, diaper paste/cream, bandage strips, cotton swabs, towlettes/wipes, unspecified wax/paste, and additional first-aid items as detailed in the specification.
• Quality & Shelf Life: All items must be new, unused, and conform to applicable South African National Standards (SANS/SABS). Expired products are strictly prohibited; all supplies must retain a minimum shelf life of six months upon delivery.
• Packaging & Logistics: Goods must be packaged to withstand transit conditions and prevent damage or deterioration. The quoted price must be all-inclusive, covering all transportation and delivery costs to the specified destination. Bidders must state their delivery period.
• Documentation: Quotations must be submitted on official, unretyped forms with original signatures. Required attachments include Central Supplier Database (CSD) registration proof, SARS tax compliance verification, a completed Bidder’s Disclosure (SBD4), and a B-BBEE status certificate or sworn affidavit to claim preference points.

Skills Requirements

No specialized clinical or engineering skills are required. Suppliers must demonstrate standard commercial and logistical competencies, including:

• Ability to source, consolidate, and package bulk medical and hygiene consumables efficiently.
• Proficiency in supply chain management, inventory validity tracking, and strict adherence to delivery schedules.
• Familiarity with South African public procurement compliance, including CSD verification, tax clearance validation, and preferential procurement reporting.

Key Terms & Compliance Notes

80/20 Preference Point System: Evaluations allocate 80 points based on competitive pricing and 20 points for specific socio-economic goals (e.g., enterprises at least 51% owned by Black people). Points are calculated using a standard formula that rewards lower bids while prioritizing designated ownership criteria.

General & Special Conditions of Contract (GCC/SCC): Standard government contract terms govern the agreement. Key provisions include a 12-month warranty against manufacturing defects, penalty deductions calculated at the prevailing prime interest rate for delayed deliveries, and rights for the purchaser to terminate the contract for default, fraud, or insolvency. Suppliers must indemnify the purchaser against third-party intellectual property claims.

Mandatory Evaluation Stages: Quotations undergo three sequential compliance checks: administrative completeness, specification adherence, and price/preference scoring. Failure at any stage results in immediate disqualification. All returnable documents must be fully completed, and the department reserves the right to verify authenticity and reject non-compliant offers.
