Scope

The scope encompasses the supply and delivery of twenty (20) pre-packaged Home Based Care Kits to the Ladysmith Regional Hospital. This is a single-delivery contract with a quotation validity period of ninety (90) days. Evaluation follows a strict three-stage process: administrative and mandatory compliance, technical specification adherence, and price/preference scoring.

Technical Requirements

• Kit Contents: Each box must contain a fixed composition of medical and hygiene consumables: adult nappies (small, medium, large; 36 units each), linen savers (30 sheets), 100mm gauze, crepe bandages (75mm x 4.5m; 5 units), transparent surgical tape, non-sterile surgical gloves (medium and large; 20 pairs each), 2-ply toilet paper (2 rolls), petroleum jelly (250ml), disposable tongue depressors (box of 50), alcohol-based hand sanitizer (500ml), toothpaste (50ml), and bar soap (500g).
• Quality & Shelf Life: All items must meet SABS or SANS quality standards. Products must be brand new, unused, and possess a minimum remaining shelf life of six months upon delivery.
• Packaging & Logistics: Goods must be securely packed in boxes suitable for transit and delivered to the designated hospital address. All delivery costs must be factored into the quoted price.
• Regulatory Documentation: Bidders must provide a valid licence issued by the South African Health Products Regulatory Authority (SAHPRA) permitting the wholesale or distribution of medical devices/consumables.

No specialised clinical or professional skills are required. Success depends on standard commercial and logistical capabilities, including:

• Reliable sourcing, inventory management, and packaging capacity to assemble the specified kits accurately.
• Competence in preparing and submitting mandatory statutory and compliance documentation, including Central Supplier Database (CSD) reports, B-BBEE certificates or sworn affidavits, and completed SBD declaration forms.
• Operational readiness to meet delivery deadlines, as delayed performance triggers contractual penalties and potential termination.

Eighty (80) points are allocated to price competitiveness, while twenty (20) points are reserved for socio-economic transformation. Compliance Structure: Quotations are evaluated sequentially. Failure at Stage 1 (administrative/mandatory returns) or Stage 2 (specification compliance) results in immediate disqualification. Stage 3 scores price and preference claims.
