Objectives

The primary objective of this tender is to engage a service provider capable of verifying the indigent status of applicants and all occupants applying for indigent subsidies and pensioners rebates for the 2026/2027 financial year. The service provider must demonstrate the ability to manage indigent applications, verify applicant data, and support municipal credit control initiatives.

Scope

The scope of work includes:

• Implementing a system to verify the indigent status of applicants and household members.
• Document management and archiving of indigent application forms via handheld and paper forms suitable for field and office use.
• Processing indigent account balances for prioritized collection actions.
• Data verification involving cross-referencing with agencies such as Home Affairs, Department of Labour, SASSA, CIPC, and credit bureaus.
• Assisting with audit queries and ensuring data integrity and interdepartmental data flow.
• Managing and maintaining the verification system, including ongoing support, training, and system updates.

Technical Requirements

The technical requirements for the system and service include:

• Development or provision of an indigent management system aligned with municipal policies.
• Integration with DHA, SASSA, Deeds Office, CIPC, and credit bureaus for data verification.
• Certification of system capabilities, including data search and security management.
• Compliance with ISO 27001 standards for information security.
• Functionality to verify ID, income, employment, property ownership, contact details, and dependants.
• Ability to generate reports and support audit processes.
• System must be operational within 60 days of appointment.

Skills Requirements

The skills and experience required from the service provider include:

• Proven experience (minimum 10 years) in similar projects, with references and appointment letters.
• Qualifications in relevant fields such as management, accounting, or information technology.
• Experience in local government projects (minimum 5 years).
• Team leader with 7-9 years of relevant experience and certified qualifications.
• Technical expertise in data verification systems, integration, and security management.
• Ability to assist with audits and provide ongoing system support and training.
