Technical Requirements

Bidders must supply brand-new, unused industrial double bucket mop trolleys adhering to the following specifications:

• Frame: Chrome-plated tubular steel with a swivel handle and a removable handle for compact storage.
• Buckets: Two 25-litre polypropylene buckets (one red, one blue).
• Wringer Mechanism: Stainless steel or mild steel downward-press wringer.
• Wheels: Four-inch rubber non-marking wheels equipped with ball-bearing swivel casters.
• Packaging: Supplied as complete sets per unit.
• Quality & Compliance: Must conform to relevant South African National Standards (SANS/SABS) where applicable. Products must have a minimum remaining shelf life of six months upon delivery. Bidders must formally confirm specification compliance, and samples may be requested for verification.

Skills & Capability Requirements

As this is a goods supply tender, specialized technical or trade skills are not mandated. Instead, bidders must demonstrate operational, logistical, and administrative capacity, including:

• Demonstrated Delivery Experience: Submission of at least one valid delivery note or invoice proving prior supply of similar goods to a public or private health facility.
• Regulatory Compliance: Active registration on the Central Suppliers Database (CSD) and verified tax clearance status.
• Logistical Competence: Ability to manage secure packaging, transportation, and timely delivery within stipulated timeframes.
• Financial & Operational Stability: No history of contract default or failure to deliver without acceptable justification.

Key Terms & Evaluation Framework

The tender follows a four-stage evaluation process: administrative compliance, delivery capacity verification, specification adherence, and price/preference scoring. Notable or complex terms include:

• 80/20 Preference Point System: A procurement evaluation model where 80 points are allocated for competitive pricing and 20 points for specific socio-economic goals. In this tender, the full 20 points are reserved for enterprises owned by youth, requiring valid identification documentation as proof.
• Central Suppliers Database (CSD): A mandatory national government registry for all suppliers. Failure to register or pass verification results in automatic disqualification.
• General & Special Conditions of Contract (GCC/SCC): Standard legal frameworks governing delivery schedules, warranty periods (typically twelve months post-delivery), penalty clauses for late delivery (calculated at the current prime interest rate per day), termination rights for default, and dispute resolution procedures.
