Objectives

The primary objective of this tender is to procure infant incubators that meet specified technical standards for use in healthcare facilities, ensuring safe, reliable, and efficient neonatal care. The incubators must provide stable air and skin temperature control, humidification, contamination isolation, and oxygen concentration management, complying with IEC standards and safety requirements.

Scope

The scope includes the supply, delivery, installation, demonstration, and commissioning of infant incubators at St Mary’s District Hospital. It covers technical specifications, optional accessories, spare parts, training, maintenance, and warranty services. The tender also encompasses compliance with relevant legislation, standards, and procurement policies within KwaZulu-Natal, South Africa.

Technical Requirements

• The incubator must provide dual modes: AIR TEMPERATURE CONTROL and SKIN TEMPERATURE CONTROL, with independent, removable control modules.
• The unit must include a robust trolley with castors (minimum two with brakes) for mobility, and be easily removable from the trolley.
• The incubator must have a double-shell hood with multiple access ports, including oval/round and iris openings, for linen handling and monitoring.
• The design must ensure minimal temperature disturbance when accessing the hood and must include safety features such as fail-safe alarms, secondary temperature monitoring, and automatic shutdowns at unsafe temperature levels.
• The incubator must be compatible with low-temperature gas sterilization, with specified alternative sterilization methods acceptable.
• It must include comprehensive manuals, software, and spare parts support for at least 10 years.
• All electrical components must meet IEC 60601 standards, be CE certified, and operate on 220V ± 10%, 50Hz AC supply.

Skills Requirements

• Proven technical expertise in manufacturing, supplying, and servicing neonatal incubators, with demonstrable experience within KwaZulu-Natal or South Africa.
• Qualified technicians trained by original equipment manufacturers (OEMs) for installation, calibration, maintenance, and repair of the incubators.
• Capability to provide ongoing technical support, training, and spare parts supply for a minimum of 10 years.
• Ability to demonstrate compliance with all technical specifications, safety standards, and legislation, including Hazardous Substances Act and Radiation Control licensing where applicable.
• Experience in providing comprehensive manuals, software updates, and warranty services aligned with the specified guarantee period.
