Objectives

The primary objective of this tender is to ensure compliance with occupational health and safety regulations at the designated provincial health facility. This will be achieved through systematic infra-red thermal imaging and targeted electrical maintenance of all distribution boards to detect potential hazards, prevent equipment failure, and maintain safe, reliable power distribution.

Scope of Work

The successful bidder will deliver a once-off service encompassing the following tasks:

• Conduct infra-red thermal imaging testing on every distribution board (DB) across the facility.
• Print and archive thermal imaging results, clearly marking any detected hot spots.
• Issue individual inspection reports for each DB, evaluating the condition and acceptability of internal wiring.
• Perform electrical housekeeping, including neatening wiring and thoroughly cleaning each distribution board.
• Verify and confirm that all distribution boards are equipped with functional lockable mechanisms and protective covers.
• Test electrical phase balance and submit a consolidated report containing technical findings and safety recommendations.

Technical Requirements

• Hold a minimum Construction Industry Development Board (CIDB) contractor grading of 1EB or higher, supported by proof of active registration.
• Provide a valid Trade Test Certificate in Electrical work.
• Submit all mandatory returnable documents, including company registration details, Central Suppliers Database (CSD) verification, and completed statutory disclosure forms.
• Demonstrate full compliance with the published technical specifications and evaluation stages (administrative compliance, technical capability, and pricing/preference points).
• Quote firm, all-inclusive pricing valid for a 90-day period.

Skills Requirements

• Certified electrical trade competency validated through official national trade testing.
• Proficiency in operating infra-red thermal imaging equipment and accurately interpreting heat signature data.
• Ability to identify electrical faults, overheating components, loose connections, and phase imbalances.
• Strong analytical and documentation skills to compile detailed, per-unit inspection reports with clear technical assessments and corrective recommendations.
• Practical experience in low-voltage electrical maintenance, including cable management, equipment cleaning, and installation of security features such as lockable covers.

• CIDB Grading 1EB: A South African construction industry classification denoting contractors qualified to execute electrical installation projects up to a specific monetary threshold.
• Trade Tested (Electrical): A formal national certification confirming that an individual has met rigorous practical and theoretical standards in electrical work under South African regulatory frameworks.
• 80/20 Preference Point System: A public procurement evaluation framework where 80% of scoring is based on competitive pricing and 20% is allocated to designated socio-economic goals (in this instance, full points for companies at least 100% owned by Black Africans).
• CSD Registration: Mandatory enrollment in the National Treasury’s Central Suppliers Database, which verifies supplier legitimacy, tax compliance, and historical performance prior to contract award.
• Compulsory Site Meeting: Attendance at a mandatory briefing session is strictly required; failure to appear results in immediate disqualification regardless of quotation quality or completeness.
