Objectives

The primary objective of this tender is to procure and supply two (2) peristaltic volumetric infusion pumps suitable for adult, paediatric, and neonatal use. The pumps must be delivered to King Dinuzulu Hospital, as specified by the KwaZulu-Natal Department of Health's Central Supply Chain Management unit. The tender process aims to acquire equipment that meets a comprehensive technical specification, ensuring clinical safety, accuracy, and reliability, while also promoting preferential procurement goals.

Scope

The scope of this tender includes the supply and delivery of the infusion pumps, along with all necessary accessories for immediate operation. The successful bidder is responsible for the delivery, installation, commissioning, and demonstration of the equipment at the specified hospital. The contract is a once-off purchase, with a quotation validity period of 90 days. The tender is subject to the Preferential Procurement Policy Framework Act and Regulations, 2022, and the General Conditions of Contract (GCC).

Technical Requirements

The technical requirements are detailed and non-negotiable, as per the specification (H.T.S. No. E 155). Bidders must confirm compliance with each clause. Key requirements include:

• Functionality: The pump must be a linear peristaltic volumetric device, capable of delivering a user-selectable volume at a user-selectable rate. It must be suitable for adult, paediatric, and neonatal applications and capable of blood administration.
• Power Supply: Must operate on a 220V ±10%, 50Hz AC supply and have an internally fitted rechargeable battery that automatically takes over during mains failure. The battery must support continuous operation for a minimum of 6 hours at 125ml/h. External battery chargers are not acceptable.
• Performance and Accuracy: The unit must deliver the preset volume with an accuracy of better than ±5% across the entire range. The infusion rate range must be 1 to 999 ml/h, and the volume limit range must be 1 to 9999 ml.
• Safety and Alarms: The pump must have comprehensive alarm systems for conditions such as air in the line, occlusion, low battery, open door, completion of infusion, and internal malfunctions. All alarms must have an audible component. The unit must be fused in both live and neutral and comply with IEC 60601-1 safety standards.
• User Interface: The front panel must clearly display the pump status, power source, infusion rate, volume settings, and alarm conditions under all lighting conditions.
• Construction and Standards: The equipment must be new, CE certified, and comply with SANS 0142 wiring code. The casing must be impact-resistant. The mains cable must be hospital-grade and at least 3 metres long.
• Documentation and Training: The bidder must supply operation and maintenance manuals, provide training to Health Technology Services technicians down to PCB level, and offer a 24-month guarantee.

Skills and Service Requirements

The bidder must demonstrate robust service and support capabilities. The following are mandatory:

• Local Service Facility: A well-established service and repair facility must be present in KwaZulu-Natal. The Department reserves the right to inspect these premises.
• Technician Availability: A technician must be available within 24 hours to attend to malfunctioning equipment. The bidder must state the technician-to-installed-equipment ratio.
• Training: The bidder must provide comprehensive training to the Health Technology Services in-house technicians, equivalent to the manufacturer's original factory training, within three months of delivery.
• Spare Parts and Support: Spare parts must be available for 10 years. The bidder must maintain a system for notifying users of updates and recalls. A loan set must be provided if the equipment is taken away for repairs.
• Compliance: The bidder must provide proof of CE certification, SAHPRA certification to distribute medical devices, and relevant Radiation Control licences.

Evaluation Criteria

The evaluation will be conducted in three stages:

1. Stage 1: Administrative Compliance: Submission of all required forms (SBD4, GCC, SCC, etc.) and mandatory documents like company registration, CSD number, and OEM brochures.
2. Stage 2: Technical Evaluation: The offered product must fully comply with all clauses in the technical specification.
3. Stage 3: Price and Preference Points: The 80/20 preference point system applies. Points are awarded for price (80 points) and specific goals (20 points). Full points for specific goals are allocated to companies that are at least 100% owned by Black Africans.
