Objectives

The primary objective of this tender is to procure infusion pumps with accessories that meet specified technical standards, ensuring safe, reliable, and efficient intravenous infusion therapy across adult, paediatric, and neonatal applications. The procurement aims to enhance patient safety, facilitate ease of use, and ensure compatibility with existing hospital systems, while promoting local enterprise participation.

Scope

The scope encompasses the supply, delivery, installation, commissioning, and training for a specified number of infusion pumps (14 units) with accessories at Ngwelezane Hospital, KwaZulu-Natal. It includes adherence to technical specifications, warranty, servicing, optional accessories, and compliance with relevant legislation and procurement policies. The contract is a once-off purchase with provisions for future upgrades and maintenance agreements.

Technical Requirements

• The infusion pumps must be suitable for adult, paediatric, and neonatal use, capable of automatic regulation of infusion rates, blood administration, and equipped with features such as flow sensors, alarms, and safety mechanisms.
• The units must operate from 220V ± 10%, 50Hz mains supply and include an internal rechargeable battery with a minimum of 6 hours backup at 125ml/h infusion rate.
• The pumps must have user-selectable infusion rate (1-999 ml/h) and volume limits (1-9999 ml), with rapid response times and safety features preventing unauthorized changes during infusion.
• Alarms for occlusion, air in line, low battery, completion, malfunction, and other critical conditions must be audible and clearly displayed.
• The equipment must comply with IEC 60601-1 and 60601-1-2 standards, be CE certified, and include all necessary manuals, software, and accessories for operation, calibration, and maintenance.
• Optional accessories and spare parts must be available for at least 10 years, with provisions for future software updates and upgradeability at no additional cost.
• The units must be supplied with a service mode, impact-resistant casing, universal attachment options, and be capable of integration with hospital infrastructure.

Skills Requirements

• The supplier must have a well-established service and repair facility in KwaZulu-Natal, capable of servicing, repairing, and calibrating the infusion pumps.
• Technicians must be manufacturer-trained, with proof of original equipment manufacturer certification, and available within 24 hours for maintenance and repairs.
• The bidder must provide comprehensive training to hospital technical staff on calibration, maintenance, repair, and operation of the equipment, including manuals and software tools.
• Provision of ongoing technical support, spare parts, and software updates throughout the equipment’s lifecycle (minimum 10 years) is mandatory.
• The bidder should demonstrate familiarity with relevant standards, legislation, and hospital protocols, ensuring compliance and safety in clinical environments.
