Objectives

The primary objective of this tender is to procure infusion pumps that are suitable for adult, paediatric, and neonatal use, incorporating the latest technology. The infusion pumps must meet specified technical standards, ensure safety, reliability, and ease of use, and be capable of delivering accurate infusion rates with appropriate alarms and safety features. Additionally, the procurement aims to support departmental policies on local enterprise promotion and ensure compatibility with existing hospital systems.

Scope

The scope of this tender includes the supply, delivery, installation, commissioning, and demonstration of peristaltic volumetric infusion pumps for use across tertiary and regional hospitals within KwaZulu-Natal. It encompasses the provision of optional accessories, spare parts, training, and maintenance support for a minimum guarantee period of 24 months, with options for extended service agreements. The tender also covers compliance with relevant standards, safety regulations, and environmental considerations.

Technical Requirements

• The infusion pump must be suitable for adult, paediatric, and neonatal applications.
• The pump must automatically regulate infusion rates and carry out blood administration if required.
• The device must operate from both mains power (220V ± 10%, 50Hz) and rechargeable batteries with a minimum continuous operation time of 6 hours at 125 ml/h.
• The pump must include safety features such as over-charge/discharge protection, alarms for air in line, occlusion, low battery, door open, set removal, and other malfunctions.
• The device should have user-selectable infusion rate (1-999 ml/h) and volume limits (1-9999 ml), with rapid response times and safety lockouts against unauthorized changes.
• Alarms must be audible and visually displayed, with clear messages for conditions like air in line, occlusion, completion, and malfunctions.
• The pump must have memory storage for alarm messages and be capable of logging operational data.
• It should be supplied with comprehensive manuals, calibration software, and support for maintenance and repairs.
• The equipment must comply with IEC 60601-1 safety standards and be CE certified.
• Optional accessories and spare parts must be available for at least 10 years from the manufacturer.

Skills Requirements

• The successful bidder must have a well-established service and repair facility within KwaZulu-Natal.
• Technicians must be trained by the original equipment manufacturer (OEM) and possess relevant certification.
• Bidder must provide full training to the Department’s in-house technicians on calibration, maintenance, and repair, including PCB-level servicing.
• Support staff must be available within 24 hours for maintenance and troubleshooting.
• The bidder must supply detailed manuals, software, and diagnostic tools necessary for ongoing servicing.
• Compliance with safety, environmental, and health regulations is mandatory for all technical staff involved.
