Tender Summary: Installation of New Floor Tiles

Objectives

The primary objective is to secure a qualified service provider to professionally install durable, slip-resistant ceramic flooring across designated clinical and administrative zones at St Margaret’s Community Health Centre. The project aims to improve facility hygiene, patient and staff safety, and overall infrastructure compliance with provincial health standards.

Scope of Work

• Locations: Pharmacy waiting area, Mechanical & Electrical (M&E) offices, and Systems offices.
• Core Activities: Substrate preparation, supply and installation of new ceramic floor tiles, fitting of matching tile skirtings, joint grouting, final surface cleaning, and complete site restoration.
• Timeline: All works must be fully completed within two (2) weeks of the official order issuance.
• Waste Management: Removal and off-site disposal of all construction debris in accordance with local regulations.

Technical Requirements

• Flooring Specifications: Supply and install A-grade, slip-resistant ceramic tiles measuring 600mm x 600mm. Tiles must feature a non-slip surface suitable for high-traffic commercial/healthcare environments and comply with relevant South African safety standards.
• Substrate Preparation: Existing floors must be thoroughly cleaned, leveled, dried, and free of structural defects before tile installation.
• Adhesives & Grout: Use manufacturer-approved tile adhesives and matching grout applied per technical specifications to ensure proper alignment, spacing, and durability.
• Skirtings: Install 100mm high matching ceramic skirtings along all adjoining walls, featuring neat mitred corners and uniform joint alignment.
• Quality & Warranty: Provider must supply both material and workmanship warranties. All products must conform to applicable SANS/SABS standards.
• Administrative Compliance: Mandatory submission of Central Supplier Database (CSD) registration, SARS tax clearance, B-BBEE status certificate or sworn affidavit, updated CIPC documents, MAAA number, and fully completed statutory forms (SBD 4 and SBD 6.1).

Skills and Experience Requirements

• Proven Track Record: Documented evidence of successfully completing similar flooring installation projects, preferably within institutional or healthcare settings.
• Technical Expertise: Employment of certified tilers, artisans, and trained labourers capable of precise substrate leveling, adhesive application, tile setting, grouting, and skirting fabrication.
• Project Management: Demonstrated capacity to coordinate site logistics, maintain strict safety protocols, and deliver within the compressed two-week timeframe without compromising quality.
• Compliance & Reporting: Ability to adhere to public sector reporting requirements, provide progress updates, and facilitate sample inspections upon request.

Notable Terms and Conditions

• 80/20 Preferential Procurement System: Evaluation awards 80 points based on competitive pricing and 20 points for specific socio-economic goals. Full preference points are allocated to enterprises manufacturing or producing goods within KwaZulu-Natal province.
• Sample Evaluation Process: The top three scoring bidders will be formally requested to submit physical samples. Failure to provide compliant samples may result in disqualification or a full re-tender process.
• General & Special Conditions of Contract (GCC/SCC): Standard public sector contractual terms governing performance security, delay penalties (calculated at the current prime interest rate per day), termination rights, warranty enforcement, and dispute resolution through mediation or South African courts.
• MAAA Number: A mandatory provincial health procurement registration identifier required for bid validity. Bidders must provide this number to demonstrate compliance with departmental supplier tracking systems.
