Objectives

The primary objective of this tender is to appoint a competent and legally compliant waste management service provider responsible for the collection, segregation, treatment, handling, transportation, and lawful disposal of all waste streams generated on site over a period of 6 months. The service includes provision of an on-site waste sorter/operator and operation of an autoclave for waste treatment, ensuring environmentally responsible waste management aligned with regulatory standards.

Scope

The scope encompasses:

• Management of multiple waste streams including general waste, animal dung/manure, pharmaceuticals, sharps, animal carcasses, effluent, unknown testing waste, fluorescent tubes, medical waste, biological waste, expired chemicals, and recyclable materials.
• Provision of necessary equipment such as skip bins, wheelie bins, buckets, and other containers for various waste types.
• On-site sorting, treatment (including autoclaving), recycling, and lawful disposal of waste materials.
• Reporting non-conformances and maintaining documentation compliant with statutory and regulatory requirements.
• Provision of rebates for recovery and recycling of specified recyclable materials.

Technical Requirements

The technical requirements include:

• Provision of a dedicated, trained waste sorter/operator on site, responsible for waste segregation and reporting.
• Operation of an autoclave for waste treatment.
• Compliance with all relevant statutory and regulatory standards, including possession of valid waste management permits and licenses.
• Provision of necessary equipment such as various skip bins, wheelie bins with locking mechanisms, and containers suitable for different waste types.
• Implementation of health, safety, and environmental controls, including PPE and safety protocols.
• Regular reporting and documentation of waste management activities, non-conformances, and recycling rebates.
• Recycling and rebate schemes for specified recyclable materials like steel, oil, e-waste, paper, cardboard, wood pallets, PET bottles, and PVC.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Experience in managing diverse waste streams, including hazardous and medical waste.
• Qualified and trained personnel for waste sorting, handling, and autoclave operation.
• Knowledge of relevant waste management legislation, permits, and licenses.
• Ability to provide proper documentation, reports, and compliance evidence.
• Capability to implement health, safety, and environmental protocols.
• Proven track record in recycling, waste recovery, and rebate management.
• Technical capacity to supply and manage required equipment and containers.
