Objectives

The primary objective of this tender is to establish an interim service contract for a duration of three (3) months to perform boiler operations and repairs at Mdantsane Prison. The contract aims to ensure continuous and efficient boiler functionality through skilled operations and maintenance, minimizing downtime and ensuring safety and compliance.

Scope

The scope of work includes:

• Operation of boilers at Mdantsane Prison for a period of three months.
• Performing repairs and maintenance on boilers as required.
• Provision of qualified personnel including fitters, millwrights, and electricians with valid certifications.
• Carrying out breakdowns, call-outs, and emergency repairs.
• Material management, including procurement, markup, and usage of materials.
• Adherence to safety, health, and environmental standards.
• Reporting, documentation, and compliance with contractual and legislative requirements.

Technical Requirements

The technical requirements specify:

• Qualified personnel with valid trade test certificates and licenses (e.g., electricians, millwrights).
• Provision of detailed work schedules, safety plans, and operational procedures.
• Use of approved and certified materials, with importation only under exceptional circumstances.
• Insurance cover including liability, equipment, and high-risk insurance where applicable.
• Security clearance for personnel involved in the work.
• Compliance with all relevant legislation, standards, and safety protocols.
• Effective management of breakdowns, emergencies, and unplanned repairs.
• Proper documentation of work performed, including reports and certificates.

Skills Requirements

The tender requires the following skills and qualifications:

• Trade Test Certificates for Mechanical Fitters, Millwrights, Electricians, and Wiremen.
• Valid licenses and certifications relevant to boiler operation and electrical work.
• Experience in boiler operation, maintenance, and repair in a similar institutional or industrial setting.
• Ability to respond promptly to breakdowns and emergencies.
