Objectives

The primary objective of this tender is to appoint a service provider for the internal collection and removal of waste at St Andrews Hospital. The service aims to efficiently manage and dispose of general and medical waste generated within the hospital, ensuring compliance with health and safety standards and maintaining a clean hospital environment.

Scope

The scope includes:

• Provision of waste collection and removal services from wards, departments, and sections to central storage areas.
• Management of all types of hospital waste, including general, infectious, and sharps waste.
• On-site waste handling by trained personnel, including preparation, labelling, weighing, and recording waste streams.
• Cleaning and decontamination of waste storage areas.
• Collection of litter and paper within hospital grounds and attached residences.
• Provision of necessary PPE, uniforms, and safety equipment for staff.
• Adherence to infection control practices and occupational health and safety regulations.
• Monitoring and reporting of waste management activities, including temperature checks and stock counts.
• Staff supervision, training, and site visits by senior representatives.

Technical Requirements

The technical requirements include:

• Provision of a team of trained waste handlers, including a team leader, with minimum education of ABET/MATRIC.
• Availability of 4 staff members (2 male, 2 female) per shift, covering weekdays, weekends, and public holidays.
• Proof of staff training in healthcare risk waste management.
• Implementation of a weekly site visit by senior management.
• Quarterly refresher training for staff.
• Provision of uniforms, PPE, and safety gear, including embroidered clothing, safety boots, gloves, goggles, and rain suits.
• Compliance with occupational health and safety legislation, including submission of a safety file.
• Proper handling, transportation, and disposal of waste, including documentation and record-keeping.
• Adherence to environmental health and safety standards and waste management regulations.

Skills Requirements

The successful bidder must demonstrate:

• Relevant experience in healthcare waste management or hospital cleaning services for at least 2 years.
• Proven ability to manage and supervise waste handling staff effectively.
• Knowledge of infection control, occupational health and safety, and waste disposal regulations.
• Capacity to provide trained, certified personnel with appropriate PPE and uniforms.
• Ability to conduct site visits, staff training, and compliance monitoring.
• Good communication skills, team leadership, and the ability to work independently and under pressure.
• Experience in record-keeping, reporting, and documentation related to waste management activities.
