Objectives

The primary objective of this tender is to procure a supply and delivery of one CCTV Camera Drone that meets specified technical and operational standards. The drone is intended for professional tasks, including surveillance and monitoring, equipped with advanced features such as thermal imaging, high-resolution cameras, and AI capabilities.

Scope

The scope encompasses the provision of a high-grade enterprise drone with specific technical specifications, including thermal imaging, night operation capabilities, advanced sensors, and remote control functionalities. It also involves providing necessary certifications, warranties, training, and documentation to ensure operational readiness and compliance with regulatory standards.

Technical Requirements

• Drone Features: Thermal imaging, high-resolution camera (48 MP), night-time infrared imaging, AI sensing, real-time video relay, laser range finder, lightweight design, compact with AI computing capabilities, night operation, and advanced connectivity features.
• Battery & Power: Series battery with 1 drone battery plus 3 spares, total of 4 batteries, and 4 power adaptors. Flight time of 50 minutes, hover time of 40 minutes.
• Camera Specifications: 48 MP sensor, 24 mm lens, ISO range up to 409600 in night mode, JPEG photo format, MP4 video format, 16x digital zoom, electronic dehazing, stabilization, and night scene mode.
• Remote Control & Gimbal: Remote control with GPS, RTH, and hand-held transmitter; motorized gimbal for camera stabilization with sensors and brushless motors; gimbal protector included.
• Operational & Regulatory: The drone must be registered with SACAA, have valid maintenance records, and be operated under an approved manual and operational specifications. The supplier must hold SACAA ROC and RPL certifications, and ICASA frequency spectrum license if applicable.
• Warranty & Support: Minimum 3-year warranty (including 1-year initial plus 2-year extended warranty).

Skills & Experience Requirements

• Proof of accreditation by SACAA for drone operations.
• Demonstrated experience with similar drone projects, supported by reference letters or project lists from the last 3-5 years.
• Capability to provide RPL training for pilots, with current and valid pilot licenses and Class 3 medical assessments.
• Provision of detailed technical datasheets, manuals, and brochures of the drone and its components.
• Evidence of ownership or access to sufficient drone capacity and qualified personnel to undertake the scope of work.
• Compliance with all regulatory requirements, including aircraft registration, manual approval, and frequency licensing if necessary.
