Objectives

The primary objective of this tender is to appoint a Service Provider to perform structural and civil engineering services for the repair and refurbishment of the Ficksburg Magistrates Office. The services aim to ensure the successful completion of the project through comprehensive design, documentation, procurement, construction supervision, and close-out activities, with emphasis on compliance with relevant legislation, standards, and targeted procurement goals.

Scope

The scope encompasses:

• Basic structural and civil engineering services including site investigations, preliminary and detailed design, documentation, procurement, and contract administration.
• Construction monitoring with levels of supervision as specified.
• Compliance with environmental, occupational health and safety, and other applicable legislation.
• Coordination with other service providers such as architects, quantity surveyors, electrical and mechanical engineers.
• Preparation of reports, drawings, specifications, and final documentation for construction and operation.
• Implementation of targeted procurement and participation goals.
• Additional services including environmental impact assessments, quality assurance, and potential mediation or arbitration support.

Technical Requirements

The technical requirements include:

• Provision of professional engineering services in accordance with the 2023 NDPW Scope of Engineering Services and Tariff of Fees.
• Adherence to the Standard Professional Services Contract (July 2009 CIDB edition) and relevant legislation.
• Design and documentation for structural, civil, electrical, mechanical, and electronic systems, with specific emphasis on energy efficiency, sustainability, and local content.
• Implementation of construction monitoring at specified levels, with qualified personnel and proper site management.
• Compliance with environmental, health, safety, and quality standards, including environmental impact assessments and occupational health and safety regulations.
• Use of compatible software for project documentation and programming.
• Provision of security clearance for personnel where required.

Skills Requirements

The tenderer must demonstrate:

• Registration and current professional registration with the Engineering Council of South Africa (ECSA) for all key personnel, including registered structural and civil engineers and technologists.
• Experience in similar projects, particularly in refurbishment and repair of government buildings or similar facilities.
• Capability to provide multidisciplinary services, including electrical, mechanical, and electronic engineering, with qualified personnel in each discipline.
• Proven track record in project management, design development, documentation, procurement, and construction supervision.
• Capacity to meet project timelines, quality standards, and legislative compliance.
• Ability to coordinate effectively with other service providers and stakeholders.
• Demonstrated understanding of targeted procurement goals and socio-economic development objectives.
