Objectives

The primary objective of this tender is to procure intrauterine contraceptive device (IUCD) packs for clinical use during patient delivery at Port Shepstone Hospital. The procurement aims to secure a reliable, compliant supply of surgical instrument sets that meet strict medical safety and quality standards to support routine gynaecological procedures.

Scope

The scope encompasses the once-off supply and delivery of 60 units of IUCD packs to the hospital’s Supply Chain Management department. Deliveries must be made during designated office hours (07:30–15:00), excluding weekends and public holidays. The quotation remains valid for 90 days, and the contract is structured as a single delivery event. Bidders are required to state their expected delivery timeframe upon order placement.

Technical Requirements

• Pack Composition: Each unit must contain a speculum, uterine sound, tenaculum/Velsellum forceps, sponge holders, one pair of scissors, a small surgical steel bowl, and a large surgical steel kidney dish.
• Packaging & Labelling: Items must be supplied in a sealed pack. The outer container must clearly display the lot/batch/reference number, manufacturing date, expiry date, and full manufacturer contact details.
• Material & Condition: All components must be new, unused, and disposable. Second-hand or refurbished items are strictly prohibited.
• Shelf Life & Validity: Bidders must declare the product’s shelf life. All delivered items must retain a minimum of six months of validity upon receipt.
• Certification: Proof of SABS/SANS compliance or equivalent recognised quality certification must be submitted with the quotation.
• Sample Verification: Top-scoring bidders may be required to submit physical samples for objective compliance testing prior to contract award.
• Terminology Note: Although the advert title references “autoclavable,” the official specification explicitly mandates that all items must be disposable. Bidders must adhere to the disposable requirement to remain compliant.

• Logistical & Supply Chain Capacity: Proven ability to source, package, and transport medical-grade surgical instruments within agreed timeframes, supported by documented evidence of previous successful deliveries to public or private healthcare facilities.
• Regulatory Compliance Knowledge: Familiarity with South African public procurement frameworks, including the ability to compile and submit mandatory returnable documents such as Central Suppliers Database (CSD) reports, B-BBEE status certificates or sworn affidavits, and SARS tax clearance validation.
• Quality Assurance Competence: Understanding of medical device manufacturing standards and the capability to provide verifiable certification for surgical steel instruments and sterile disposable packaging.
