Objectives

The primary objective of this tender is to establish a 36-month cleaning services contract for the Jagersfontein Magistrate Office, ensuring consistent, high-quality cleaning over the contract period to maintain a clean, safe, and hygienic environment.

Scope

The scope includes providing comprehensive cleaning services at the Jagersfontein Magistrate Office for a period of 36 months. Specific tasks encompass dusting, cleaning open areas, blinds, doors, windows (including high-rise), entrance and reception areas, floors, furniture, walls, ceilings, stairs, toilets, ablutions, kitchens, rubbish removal, parking areas, and other designated spaces. The contractor is responsible for supplying all necessary equipment, cleaning materials, protective clothing, and ensuring proper labor supervision and safety compliance.

Technical Requirements

• Provision of cleaning services adhering to specified standards and specifications outlined in the tender documentation.
• Supply of all cleaning equipment, machinery, and consumables, including high-rise cleaning tools, carpet washing equipment, and safety signage.
• Maintenance of a minimum of one full-time cleaner on site, with adequate supervision and replacement staff for leave or sickness.
• Implementation of health, safety, and environmental management plans, including risk assessments, safety procedures, PPE provision, and compliance with relevant legislation.
• Adherence to specified cleaning frequencies and detailed service levels, including daily, weekly, and monthly tasks.
• Compliance with minimum labor standards, including fair wages, working hours, and safety regulations.
• Participation in site inspections, meetings, and adherence to contractual breach and termination clauses.

Skills Requirements

• Experience in providing cleaning services for government or similar institutional facilities.
• Knowledge of health, safety, and environmental regulations applicable to cleaning operations.
• Ability to operate and maintain industrial cleaning equipment, including high-rise window washers, carpet washers, and floor polishers.
• Supervisory skills to manage cleaning staff, ensure quality standards, and enforce safety protocols.
• Understanding of procurement procedures, compliance documentation, and reporting requirements.
• Capacity to implement and monitor health and safety plans, risk assessments, and incident reporting.
• Good communication skills for liaising with departmental representatives and participating in meetings.
