Objectives

The primary objective of this tender is to secure a service provider for the provision of gardening services at the Justice: Pietermaritzburg High Court for a period of 36 months. The aim is to ensure proper maintenance and upkeep of the court premises through professional gardening services.

Scope

The scope includes:

• Provision of gardening services over a 36-month period.
• Supply and delivery of gardening consumables such as petrol, oils, refuse bags, and equipment.
• Provision of gardening equipment including brush cutters, leaf blowers, wheelbarrows, hoses, spades, forks, and rakes.
• Site inspection and adherence to specified standards and safety requirements.
• Compliance with all relevant legislation and departmental policies.

Technical Requirements

The technical requirements encompass:

• Completion of all bid response documents, including the pricing schedule with firm prices.
• Provision of detailed cost breakdowns for salaries, consumables, equipment, overheads, profit, inflation, VAT, and safety files.
• Supply of a realistic programme and cash flow for service delivery.
• Provision of gardening consumables and equipment as specified, with proof of quality and safety data sheets.
• Compliance with site safety, security, and confidentiality protocols.
• Participation in site meetings and inspections.
• Adherence to the terms for delivery, penalties, and performance standards outlined in the contract conditions.

Skills Requirements

The skills and qualifications required include:

• Experience in providing gardening and maintenance services, preferably in a government or institutional setting.
• Qualified personnel with knowledge of horticultural practices, safety procedures, and equipment handling.
• Ability to prepare and manage detailed programmes and cash flows.
• Competence in handling consumables and equipment procurement, maintenance, and safety compliance.
• Understanding of legal, safety, and environmental legislation relevant to gardening services.
• Capacity to coordinate site inspections, reporting, and adherence to contractual obligations.
