Objectives

The primary objective is to procure vector control chemicals to support the provincial Malaria Control Programme. The institution seeks a reliable supplier to provide insecticide for Indoor Residual Spraying, aiming to reduce malaria transmission in targeted communities through effective public health interventions.

Scope

This is a one-off supply and delivery contract for 14,000 satchets of K-Othrine WG250 insecticide. Each satchet contains 20 grams, packaged at 150 satchets per box. The scope encompasses full transportation and delivery to the designated health sub-district office. Quotations remain valid for 90 days, and the contract period is once-off. All delivery costs must be included in the quoted price.

Technical Requirements

• Products must be new, unused, and strictly comply with the attached specifications.
• All supplies must have a minimum shelf life of six months upon delivery; expired or second-hand goods are strictly prohibited.
• Bidders must provide a valid product registration certificate or renewal issued under Act No. 36 of 1947 or Act No. 101 of 1965.
• Goods must conform to relevant South African National Standards (SANS/SABS).
• A warranty of twelve months post-delivery or eighteen months from shipment (whichever occurs first) is mandatory.
• Evaluation utilizes an 80/20 preference point system: 80 points for price and 20 points for specific socio-economic goals.

• Proven delivery capacity: Submission of at least one verified order and delivery note demonstrating prior supply to a public or private health facility.
• Past performance verification: Any history of unjustified delivery failures will result in immediate disqualification.
• Statutory compliance: Updated CIPC registration, B-BBEE status verification (or sworn affidavit for EMEs/QSEs), and proof of tax compliance via the Central Suppliers Database.
• Documentation: Completion of mandatory statutory forms, including conflict-of-interest declarations (SBD4) and preference points claims (SBD6.1).
