Objectives

The King Cetshwayo District Municipality seeks to enhance security and visitor management at its Landfill Site. The objective is to procure advanced handheld scanning technology combined with biometric verification and software solutions to ensure controlled, efficient, and secure site access while maintaining high data protection standards.

Scope

The service provider is required to supply and deliver the following to the KCDM Landfill Site:

• Hardware: Two (2) handheld security scanner units, each comprising a scanner, protective pouch, and charger.
• Software Services: A twelve-month license for the "Visit Me Plus App," including access to a PC device management portal for administrative functions.
• Deployment: Full delivery and readiness of equipment and software at the specified landfill location.

Technical Requirements

• Biometric Capability: Scanners must feature screens capable of facial recognition processing.
• Access Control: Systems must implement time-based access restrictions and seamless limitation features to automate entry permissions.
• Interaction Mode: Support for contactless sign-in procedures.
• Certifications: Mandatory ISO 27001 certification and a valid Workmen's Compensation certificate.
• Registration: Proof of registration with the Central Supplier Database (CSD).
• References: Two (2) certified reference letters demonstrating experience with similar projects.
• Pricing: All prices must include Value Added Tax. Quotations must be valid for ninety days from the closing date.
• Explanation of Unusual Terms:
  • Time-based access restriction: Automated controls that limit entry permissions according to specific scheduled hours or duration constraints.
  • Seamless limitation: Continuous, uninterrupted enforcement of access rules without manual intervention or operational gaps.

Skills Requirements

• Technical Proficiency: Demonstrated expertise in supplying and integrating biometric security hardware with cloud-based or local software applications.
• Regulatory Compliance: Ability to fulfill municipal supply chain requirements, including submission of independent bid determinations, declarations of interest, and past supply chain management practice forms.
• Administrative Competence: Provision of proof of financial standing, including up-to-date municipal accounts and property ownership or tenancy documentation.
• Security Standards: Capability to maintain information security protocols aligned with ISO 27001 requirements throughout the contract period.
