Objectives

The primary objective is to procure essential kitchen appliances for daily operational use at St Andrews District Hospital. The procurement seeks to secure reliable, compliant, and cost-effective equipment through a transparent, competitive quotation process that adheres to public sector supply chain management principles and transformation targets.

Scope

This is a once-off supply contract covering the delivery of two categories of kitchen appliances to the hospital's designated facility in Harding. The required quantities are four electric kettles and one microwave oven. The successful supplier is responsible for transporting and unloading all items at the specified destination, with all freight, handling, and delivery costs fully included in the quoted price. The contract does not cover installation, training, or extended maintenance beyond the manufacturer/supplier warranty period.

Technical Requirements

Bidders must supply brand-new, unused products that strictly conform to the following specifications:

• Electric Kettle (4 units): Cordless design, stainless steel construction, 1.7-litre capacity, metallic finish, 2000W rapid-boil functionality, supplied with a charging stand. Minimum one-year supplier warranty required.
• Microwave Oven (1 unit): Manual control, 900W power output, approximately 25-litre capacity, metallic finish, standard material build, supplied with an oven plate and rotating carousel. Minimum two-year supplier warranty required.

All items must comply with relevant South African National Standards (SANS/SABS), remain valid for a minimum of six months upon delivery, and meet any sample verification requests issued during the evaluation phase. Delivery must occur within the timeframe declared by the bidder.

Skills and Compliance Requirements

No specialized trade skills are mandated; however, bidders must demonstrate strong administrative, logistical, and regulatory compliance capabilities to satisfy public sector contracting obligations:

• Valid Central Supplier Database (CSD) registration with verified tax compliance status via SARS.
• Submission of a current B-BBEE verification certificate or sworn affidavit (for EMEs and QSEs).
• Ability to issue compliant tax invoices, manage warranty claims, and maintain inventory readiness for immediate dispatch.
• Familiarity with standard government contract conditions, including anti-collusion declarations, performance security provisions, and penalty structures for delayed deliveries.
• Capacity to provide physical product samples upon request and ensure all documentation is accurately completed without alterations or correcting fluid.

Explanation of Unusual or Complicated Terms

• 80/20 Preference Point System: A procurement scoring model where 80 points are allocated to price competitiveness and 20 points to socio-economic transformation goals. Full points are awarded to companies at least 51% owned by Black people, supported by CIPC ownership certificates or CSD data.
• Central Supplier Database (CSD): A mandatory national registry managed by National Treasury. Suppliers must register here to conduct business with the South African government; failed verification results in automatic disqualification.
• Performance Security & Restriction Penalties: Standard contractual safeguards requiring successful bidders to provide financial guarantees (e.g., bank guarantees) within 30 days of award. Breaches such as late delivery, fraud, or collusive bidding can trigger daily interest-based penalties or a prohibition from public sector contracts for up to ten years.
• Sample Submission Protocol: Although not always mandatory upfront, suppliers may be asked to provide physical samples for specification verification. Failure to comply when requested leads to immediate rejection, and retained winning samples become the property of the purchaser.
